About OPM
The mission of Oxford Policy Management’s India office is to support the Government of India at central and state level, as well as policy makers and implementers, reduce poverty and disadvantage at scale through public policy reform and strengthened service delivery. We work across the policy cycle, including thought leadership that helps frame debates and set agendas, detailed diagnostic and design work, strategic implementation support and specialised monitoring and evaluation across the entire policy cycle. OPM has its headquarters in Oxford, reflecting our genesis within the University of Oxford in the late 1970s.
OPM have worked in India for thirty years and have had a full-time office in New Delhi. We are one of the few Indian organisations who work across the whole research cycle, including the collection of quantitative and qualitative primary data from our in-house survey team, and the application of cutting-edge statistical techniques to deliver world class impact evaluations. Our work is based upon high quality, rigorous research and fields in which we operate range from health, education and the extractive industries through to public sector finance and administration, social welfare, and national statistical systems and household surveys.
About Project
The JOHAR Project is a rural livelihoods programme of the Government of Jharkhand, which will work in 68 blocks of 17 districts across the state. The project seeks to enhance and diversify household income of about 200,000 rural producer households that are targeted to receive the programme, by collectivisation to push them up the value chain. JOHAR is a six-year project implemented by the Jharkhand Livelihood Promotion Society (JSLPS) and two-thirds funded by the World Bank with the remaining one-third funded by the state government of Jharkhand. JSLPS is an autonomous society of the Government of Jharkhand and part of the Rural Development Department.
OPML operates an embedded monitoring and evaluation cell within the JSLPS’ State Project Management Unit (SPMU) for the JOHAR project to work with their M&E team to develop and implement monitoring learning and evaluation activities that include an impact evaluation, process monitoring, thematic studies, analytics, and capacity building on monitoring and evaluation methods. Together these will help build a feedback loop within the programme and inculcate data driven decision making.
Job Brief
This will be an exciting opportunity for experienced professionals who are passionate about working in the field to support community cadre, help refine processes and have direct involvement in the monitoring and evaluation of a large-scale state-level programme for rural development.
The role will include frequent travel and provision of continuous support to the cadre of community level institutions supported by the JOHAR project for monitoring of defined project implementation processes at various levels. Regular interaction and support to project staff at various levels will be key to successfully executing this role.
Roles and responsibilities
The Process Monitors will work closely with the Team Leader to perform a variety of tasks including, but not limited to:
• Equip themselves with data collection methods and process monitoring tools
• Make frequent field visits to project locations across districts, as well as work with counterparts in project offices
• Review and monitor defined project implementation procedures and processes in the field during the implementation of project specific activities
• Review of capability and knowledge level of project’s field functionaries
• Support the team with building and supporting a cadre of community-based monitors
• Conduct qualitative and quantitative data collection
• Collate data from quantitative and qualitative surveys conducted on field and from Management Information System (MIS) of the client
• Report individual case studies and best practices
• Provide analytical recommendations based on field work
Qualifications & experience
Necessary
• Post-graduate in rural management/economics/public policy/social work/social science
• Seven years’ experience in rural development/livelihoods projects.
• Experience and proficiency with monitoring and evaluation and participatory research methods
• Fluency in English and Hindi (verbal and written proficiency)
• Proficient in using Microsoft Office package
Desirable
• Prior experience in M&E of large-scale rural development projects implemented by the government
• Knowledge of research methods and M&E tools
• Experience in developing M&E tools
• Acquainted with community institutional development
• Working knowledge of languages commonly used in Jharkhand
