**About the Role:** This is a full-time position for a proposed 5-year USAID-funded project in India focused on strengthening the healthcare system and building resilience to future pandemics and climate change.  The MEL Director will provide strategic leadership for the project’s monitoring and evaluation, ensuring data-driven decision-making and effective communication of results to USAID and other stakeholders.  The position is contingent upon award from USAID.

 

**Responsibilities:**

 

* Lead the development and ongoing review/update of MEL workplans.

* Develop and implement a results measurement framework, incorporating Theories of Change (ToC).

* Support data analysis and share findings with project management and technical leads.

* Ensure compatibility and coordination within the M&E framework, adhering to USAID guidelines.

* Strengthen the M&E system, building partner and staff capacity.

* Develop and design M&E systems to track program progress against indicators.

* Produce high-quality, timely reports, including donor reporting and success stories.

* Develop and implement a robust learning agenda using a Collaborating, Learning, and Adapting (CLA) approach.

 

 

**Experience Required:**

 

* Advanced degree in public health, international development, or a related field.

* Minimum 5-7 years of experience in developing and implementing MEL and CLA workplans, preferably on health systems strengthening projects.

* Demonstrated experience establishing and managing MEL systems for complex donor-funded projects in India.

* Experience leading M&E teams in large international development programs.

* Experience conducting quantitative and qualitative research in field-based positions.

* Proven ability to gather, organize, and analyze large datasets and design transparent M&E systems.

* Strong understanding of USAID regulations and M&E reporting requirements (health sector preferred).

* Excellent written and oral communication skills in English.

* Ability to build consensus with government personnel, NGO partners, and donor agencies.

* Strong analytical skills to measure project outcomes and support supervision.

 

 

**Preferred Qualifications:**

 

* Demonstrated understanding of CLA and USAID evaluation policy and reporting guidelines.

* Extensive knowledge and experience in M&E reporting procedures, best practices, and tools.
