**Job Description: Monitoring & Evaluation (MEL) Officer**
**Location:** Lucknow, Uttar Pradesh, India
**Experience Required:** Minimum 5 years, preferably over 10 years at state-level in public health programs. Experience in Uttar Pradesh is an advantage.

**Role and Responsibilities:**
– Establish MEL mechanisms for the Acute Encephalitis Syndrome (AES) project.
– Implement M&E plans and monitor project progress.
– Improve data collection systems and support implementation activities.
– Coordinate with state program officers for MEL framework execution.
– Analyze and visualize data using tools like Excel, R, Python, Tableau, Power BI.
– Provide technical support in data management and quality assurance.
– Conduct capacity building and facilitate review meetings/workshops.
– Monitor data timeliness and completeness from blocks and districts.
**Required Skills and Experience:**
– Postgraduate degree (MBA/MCA/PGDCA); public health and statistics are advantageous.
– Proficiency in MS Excel, PowerPoint, CSPro/ODK.
– Experience with GIS software (QGIS, ArcGIS).
– Strong data analysis and visualization skills.
– Knowledge of communicable disease programs and familiarity with state/national agencies.
