The Plastic Waste Management Project is designed to minimize negative impacts and risks to environment and human health in India. The aim is to enhance sustainable plastic waste management (segregation/collection/recycling) practices through a socio-technical model in line with Swachh Bharat Mission in India, while ensuring compliance with regulations and ensuring improved use of resources. The project targets institutionalization of waste pickers (safai sathis) through improved governance mechanisms, capacity building and improved social conditions. The project also targets community engagement to enhance responsible waste disposal behaviour, and cross-stakeholder engagements for improved action on plastics.

To achieve the project objective and outcomes, the project is structured in 4 components.

  • Component 1 aims to develop, support, and implement an economically sustainable model (ESM) for packaging plastic waste management.
  • Component 2 focuses on design and implementation of Pilots in Material Recovery Facilities (Swachhta Kendras) for improved plastic waste management in administrative wards of selected cities.
  • Component 3 is directed mainly to design, sustain, and provide elements to institutionalize Swachhta Kendras in governance bodies and to obtain improved socio-economic conditions for waste pickers; and
  • Component 4 aims towards developing knowledge management, monitoring and communication mechanisms based on in-built adaptive feedback system during the project duration.

The Operations Analyst will provide operational support to the Project Management Unit (PMU). S/he shall work under the direct supervision of the Project Analyst (NPSA10) and the overall supervision of the Senior Advisor and Team Leader, Environment and Climate Change at UNDP India.
 
Duties and Responsibilities

  • Coordinate with various UNDP operations units such as Finance, Procurement, HR, Administration and Security to meet the project’s operational requirements and ensure compliance with UNDP regulations (PoPP) and GOIs General Financial Rules (GFR 2017).
  • Enter annual budget in QUANTUM and responsible for garnering Authorized Spending Limits (ASL).
  • Facilitate implementation of procurement strategy in consultation with the project management units as per the annual work plans.
  • Manage tendering processes and evaluation, contract and other legal implications pertaining to the contract. Undertake regular monitoring of procurement processes to ensure that they are performed consistently to deliver the project outputs in timely manner and in accordance with the corporate standards.
  • Initiate timely recruitment processes as per the requirement of the projects in accordance with UNDP rules and regulations.
  • Ensure appropriate use of different contractual modalities and contract management of the project management units.
  • Oversee recruitment processes and track performance management. Provide inputs to the
  • Supervisor on streamlining processes for maintaining technical capability for the delivery of projects.
  • Analysis and identification of project-level operational and financial problems in cooperation with Programme Support Unit and State Teams.
  • Coordinate with state project management units in 10 states and provide necessary/required administrative support.
  • Manage Project Audits and Reviews as per UNDP and donor requirement, including Quality Assurance Assessment during implementation of the projects annually and the regular updating of the QUANTUM risk log.
  • Track expenditure and make timely payments. 

Required Skills and Experience

Education:

Bachelors’ degree in Operations/finance/administration or any other closely related fields OR Master’s degree in any of the above-mentioned fields will be given due consideration

Experience:

  • At least 4 years post Bachelor’s OR 2 years of post-Masters experience in financial management, general administration, and programme support services post Bachelor’s is required
  • Ability to interpret, resolve and report on Operational challenges.
  • Sound knowledge of financial rules, regulations, and accounting procedures with the ability to promote accountability and resource-based management
  • Strong understanding of finance and administration processes of UNDP and/or international agencies will be an added advantage
  • Documentation,communication, and interpersonal skills
  • Establishes priorities schedules activities to ensure optimum use of time and resources
  • Demonstrates commitment to UNDP’s mission, vision and values.

Required Languages

Excellent knowledge of written and spoken English and Hindi is essential.

Remuneration starting at INR (Annual) 19,95,954 / INR (Monthly) 1,66,330 as per the scale depending on qualifications and experience. The remuneration is excluding 8.33% pension amount paid over and above the salary.
