Help in and eventually lead in policy advocacy that draws upon FGL research and action for improved implementation of FRA and post-recognition management of community forests, and co-management of Protected Areas after rights recognition, at the state and national levels, by: 

  • Analysing and drafting background notes, daft orders/rules/guidelines, presentations, popular articles in English and Hindi, etc. as required for the audience. 
  • Organising meetings, consultations and  capacity building workshops, and meetings to expedite rights recognition and pose-recognition management  under the FRA.
  • Liaising with relevant government departments as well as organisations and individuals working at the local, regional, national and international level on these issues. 
  • Supporting the FGL team in fundraising activities, including development of concept notes and proposals.

Qualifications

Essential: 

  • Master’s degree or equivalent in a relevant field – environmental studies, rural development, forestry, social work, public policy, economics, sociology, environmental law.
  • In-depth understanding of forest law and governance, including the FRA, and a broad understanding of social justice, tribal affairs, and development policies.

Desirable: 

  • Double Master’s in domain and in public policy/ or PhD in applied research on the environment.
    Field experience in forested and tribal regions of southern and/or central India.

Required Skills & Experience

  • At least 3  years of post-Masters experience  (or equivalent) in research and writing/policy advocacy on  one or more of FRA, PESA, Forest Conservation Act, Wildlife Act, Joint Forest Management, compensatory afforestation/CAMPA, Biodiversity Act, or Environmental Clearance implementation.
  • Person must be fluent in spoken and written English and Hindi, and at least conversant in one south Indian language, and must have demonstrated proficiency in communication to non-academics.

About the Programme

ATREE’s Forests, Governance and Livelihoods Programme recognizes that forests and other common lands benefit stakeholders at many scales–local, regional and global–but believes in the importance of a bottom-up approach to their governance. The programme analyses how forest governance can be restructured and ecological and social science knowledge be deployed to strike a balance between local livelihood needs and biodiversity in a democratic manner. . Towards this end, FGL has been engaged in interdisciplinary research, grassroots action and policy outreach for the past 25 years, especially in Karnataka and more recently in central India, with a major part of the work being focused on the Forest Rights Act 2006 (FRA). As we expand our engagement, we are looking for someone who can provide dedicated policy support to the programme and help scale up the exemplar models through advocacy and liaison.
