Designation: Procurement Officer

Location: New Delhi, India

Job Description: This is a key contract management position which will support Senior Manager – Procurement and Contracts in overseeing the overall programme management, contracts management, financial management and supporting national and international project teams for different ongoing national/international projects. Some of the responsibilities of this position will include but are not limited to:

Procurement and Contract Management:

•Monitoring the Contract Request Form vs. the Approved Budget allocated for the Projects and ensure that the Down-stream Contracts are issued within budget;

•Drafting Inter-Company Work Orders and Sub-Contracts for all Down-Stream Contracts across the Projects;

•Managing the contracting process in accordance with organizational and donor guidelines and in a timely fashion;

•Coordinate with project staff responsible for procurement on a regular basis and review the procurement process/contracts prepared by the project staff before they are approved;

•Participate in evaluation process as a team member for key procurements (at Corporate & Project level);

•Participate the procurement function to provide complete integrity and transparency in the way vendor lists are maintained, enquiries sent and orders placed, so that the best value is obtained;

•As per need, negotiate with preferred vendors for the procurements;

•Perform periodic review/audit of the procurement files and records maintained under different projects;

•Participate in Pre and Post award Due Diligence of various contracts and awards by the organization keeping in view the organizational and donor regulations

•Process contract closure, extension or renewal as per the needs of the projects. 

•Support in managing Down-stream Contracts – development of Contracts, managing Suppliers, documentation and MIS, ensuring timely reports from Suppliers, etc.

•Ensures that donor restrictions are strictly adhered to.

•Ensures the legality of corporate contracts and their proper commissioning.

•Work-related travel to be undertaken as and when required.

Financial Management:

•Overall responsible for creation of Projects in ERP (Internal Organization Resource Planning Platform for Management of Projects) in close co-ordination with the Projects’ and the Finance Dept.;

•Overseeing the timely submission of Down-stream Contract’s invoices to the Finance Dept., timely payments of the same as per the Down-stream Contracts and reporting the same, including deviations, if any.

As job descriptions can be exhaustive, the incumbent may be required to undertake other duties as determined by Senior  Manager – PaCs that are broadly in line with the above key responsibilities.

Qualifications & Experience Requirement:

Essential qualifications and experience:

•Graduate in Finance/Management/Commerce;

•Post-graduation preferred;

•At least 5 years of relevant experience in handling projects and procurement at national & international level;

•Expertise in Procurement Processes, Contract Management and Financial Management;

•Expertise of working on Electronic Project Management Platforms will be an added advantage;

•Proficient in Microsoft Office (Outlook, Word, Excel, and Power Point).

•Highly organized and able to communicate effectively and collaborate with team members and other cross-divisional colleagues;

•Discrete and trustworthy as required to work with sensitive and confidential information;

•High personal integrity and excellent judgment;

•Attention to detail;

•A positive, flexible attitude to work including the ability to multi-task;

•Adequate IT skills (including data analysis and presentation, presentation of reports etc.).
