Title: Program Manager (PM)

Location – Vijayawada, Andhra Pradesh

Job Background and Purpose:

Program Manager (PM)/ Senior Program Leader (SPL) will work closely with Senior Program Manager (SPM). The PM/SPL will be part of 3 people team to support state govt in developing a future ready public institution through leadership and organizational development intervention.

The PM/SPL will conduct situational analysis, develop strategy roadmap, provide advisory support and manager implementation to strengthen institutional capabilities. Therefore, helping the public  institution achieve a performing level to lead its envisioned functions of leadership development, educational planning & management and action research.

Minimum Experience & Qualification (Must have)

  • Postgraduate or equivalent in Management Studies or Social Sciences or related discipline
  • 3 years’ experience of managing implementation of training of school leaders and school management committee members
  • Fluency in Telugu language is mandatory

Key roles and responsibilities

Product Development and Delivery (70%)

Implement organisational development strategies (20%)

  • Conduct situational analysis to determine baseline of institutional capabilities
  • Consult with internal and external stakeholders/partners to identify key levers of change
  • Implement institutional strengthening roadmap and workplan
  • Conduct primary and secondary research to provide advisory on designing institutional structure, role definition, resource forecasting,  setting up required cells as visualised in original policy and meet future readiness needs
  • Design scalable and replication tools/templates and methodologies based on global leading practices and stakeholder needs

Design and implement School and Middle manager Leadership Development Program (30%)

  • Design annual leadership development roadmap, scalable to cover all govt school leaders
  • Contextualise and conduct baseline and endline to measure school leader competency improvement based on competency assessment tool and rubric
  • Identify and build a pool of master facilitators to facilitate leadership workshops and provide follow-up
  • Create modules with govt resource persons based on ADDIE model for a) facilitator b) institution faculty and c) school leadership development

Manage whole school evaluations through social audit (20%)

  • Contextualise and implement annual social audit roadmap and workplan
  • Execute and manage training of social auditors of parent committees in select districts
  • Manage implantation of social audit of school and validation of data with necessary govt and external partners

Manage Partnership and Collaboration (30%)

  • Manage stakeholders & partnership
  • Develop and build strong relationships with officials at Directorate of Education, SmSA, SIEMAT Officials and Social Audit Society
  • Ensure timely reporting and delivery of outputs as envisioned in SIEMAT ToR
  • Influence partners and generate necessary buy-ins/letters, build consensus to ensure timely support for implementation of solutions
  • Collaborate with consultation firms and demonstrate a culture of collaboration beyond boundaries
  • Understand the country’s education ecosystem and influence, engage other NGO’s and organizations

Key Performance Indicator

  • 4-year institution strengthening program designed, accepted and implemented in Andhra Pradesh (AP)
  • Effective implementation of leadership development program, social audit and organizational development milestones
  • On-time and high-quality execution of the planned programs
  • Scalable and customizable solutions for opportunities in the government education and internal organizational practices
  • Successful partnerships and relationship with critical stakeholders in the government and in the state’s education ecosystem
