## Program Officer – Digital PHC

**About the Project:**

 

PATH is supporting the state of Maharashtra with the digitization of primary level care and health service delivery in select districts. This project aims to demonstrate end-to-end digitization in healthcare and develop a digital saturation model at the district level. The project leverages fit-for-purpose digital solutions/interventions to improve reproductive, maternal, and child health service delivery indicators. The model includes coverage across rural and urban areas and service delivery across public and private sectors. 

 

The project focuses on digitizing healthcare facilities, community health initiatives/programs, and deploying innovations to accelerate service delivery across the continuum of care. Its goals include:

 

* Forming a digitally competent health workforce

* Improving access to health and systems-level data for resource planning and management

* Enabling creation of longitudinal health records for patients

* Enabling interoperability of digital systems across healthcare facilities

 

**Responsibilities:**

 

* Liaison and manage stakeholders at the district level involved in project activities.

* Work closely with the Block, State, and Central teams for project implementation.

* Supervise District and Block teams and ensure timely deliverables.

* Lead coordination efforts with district administration and participate in district planning and review meetings to ensure proper implementation of interventions and related project activities.

* Ensure seamless coordination between the project team and other stakeholders.

* Support the State team with landscaping exercises and gap assessments in the district.

* Plan and conduct training and capacity-building activities for ASHAs, ANMs, and others as per project requirements.

* Facilitate IEC-BCC activities in coordination with the state team and Block Coordinators.

* Lead district-level implementation of digital health innovations and other project activities.

* Document activities and progress of implementation for project reports.

* Support in the creation of presentations for updates and meetings.

* Undertake other tasks assigned from time to time.

* Travel extensively across the district and state, whenever required for project activities.

 

**Qualifications and Experience:**

 

* Minimum of 5-7 years of experience and demonstrated skills in public health program implementation (experience in digital health projects preferable)

* Master’s degree in management or public health from a reputable graduate school

* Demonstrated experience of working with state and district-level government health departments

* Technical knowledge and field experience of planning and implementation of public health programs and health systems strengthening in Maharashtra, especially RMNCH

* Familiarity with the Indian public health system, flagship initiatives in the health sector, and relevant government policies/strategies, particularly NHM, Ayushman Bharat Health & Wellness Centers, ABDM, National Health Programs, etc.

* Proven ability to multi-task and collaborate effectively with senior staff, colleagues, donors, partner organizations, stakeholders, local institutions, and others at all levels.

* Ability to work in a complex environment with multiple tasks, short deadlines, and an emphasis on quality.

* Excellent analytical, communication, presentation, and report writing skills.

* Excellent skills in facilitation, team building, and coordination.

* Demonstrated ability to multi-task and thrive in fast-paced, high-pressure situations.

* Excellent command over MS Office applications, especially MS Word, MS Excel, and MS PowerPoint

* Fluency in English, Hindi, and Marathi is essential.

* Extremely detail-oriented, with the ability to communicate effectively.

* Strong interpersonal and organizational skills.

* Demonstrated ability to work effectively in a multi-site organization and in a team-based structure.

* Proven effectiveness while working in a team-based environment, but capable also of working independently.
