About the position

PATH is seeking a Program Officer – Health Systems Strengthening for the implementation and rollout of the health system strengthening projects under the TIS vertical. PO–HSS will work with state teams to provide technical assistance and hand-holding support for strengthening the health system vertical across intervention geography.

Responsibilities:

  • Support in planning, integrating and implementing national health program activities in Indore.
  • Work closely with state and city health teams to develop, implement, and monitor city-specific project activities including the development of roadmaps, work plans, activities, reports, etc.
  • Provide technical assistance to government counterparts in the assigned district for strengthening urban primary healthcare, PM-ABHIM, and XV-FC in accordance with the guidelines
  • Devise strategies and support national and state teams in liaison with departments such as the
  • National Health Mission, Directorate of Health Services, Urban Local Bodies, Municipalities/
  • Municipal Councils, Water and Sanitation, Women & Child Development, etc. for convergent efforts in strengthening delivery of facility-based and outreach (including mobile units) services in the catchment area of public health facilities.
  • Collaborate with stakeholders to develop evidence-based policies and strategies aimed at strengthening public health systems
  • Ensure implementation of urban primary healthcare interventions and the related project activities at the city and district level.
  • Provide support in developing state and city-specific capacity-building tools, learning resource packages, capacity-building plans, and training programs on various Urban Health interventions.
  • Work closely with various team members of the Technology, Innovation, and System
  • strengthening teams as well as the project teams for the integration and implementation of the given projects in a timely manner.
  • Develop, test, and implement innovative solutions tailored to the assigned geography, addressing identified gaps and challenges across various sectors for comprehensive resolution.
  • Undertake supportive supervision visits to health facilities in the assigned districts and share feedback at the district and state levels for planning corrective actions.
  • Support in monitoring and evaluation of the performance of the interventions.
  • Support in designing community engagement strategies to enhance health promotion and disease prevention efforts.
  • Implement quality improvement initiatives to enhance the delivery of services, improve patient outcomes, and optimize resource utilization
  • Support the team in coordinating the project management process internally within PATH & external stakeholders.
  • Undertake other tasks which may be assigned from time to time by the national or state leadership.
  • Available to travel up to 20-30% of the time.
     

Required Experience and qualifications.

  • BDS/ BAMS/ BHMS/ B.Sc. Nursing is preferred with an essential Master/ PG Diploma in Public Health or Health Management.
  • At least 3-5 years of experience in the public health sector focusing on planning and implementation of public health programs and research.
  • Prior experience working in similar roles, in primary healthcare settings is desirable.
  • Technical knowledge and field experience in planning and implementation of public health programs.
  • Experience with INGOs in the health sector and/ or Ministries of Health, and the government is preferable.
  • Familiarity with the Indian public health system, flagship initiatives in the health sector, and relevant government policies/ strategies particularly NHM, NUHM, Ayushman Bharat Health & Wellness Centers, PM-ABHIM, XV-FC, etc.
     
    Skills/ Abilities:
  • Self-starter and committed to performing their duties with a high degree of autonomy and independence in line with project goals and objectives.
  • Strong written and oral communication and presentation skills in English and Hindi.
  • Direct experience in independently liaising with government health functionaries, district-level administrators, and other development partners.
  • Data analysis, data visualization, and analytical thinking skills.
  • Strong coordination skills.
  • Demonstrated ability to effectively collaborate in a matrix organizational structure.
  • Computer proficiency with high level of familiarity with commonly used packages like MS Word,
  • Excel, PowerPoint, Outlook & Web surfing to search relevant data & documents.
  • Ability to handle a variety of assignments under the pressure of deadlines.
