In India, UNDP’s programme priorities and partnerships are defined and operationalized through the Country Programme between Government of India and UNDP to support and contribute to the development priorities and results. In 2023 UNDP will enter the new five-year programme cycle. Building on its past work, UNDP will support an integrated approach to development solutions to help India achieve the Sustainable Development Goals, framed around three pillars: i), Strong, accountable and evidence-led institutions for accelerated achievement of the Sustainable Development Goals, with a strong focus on health, ii) Enhanced economic opportunities and social protection to reduce inequality, with a focus on the marginalized, and iii) Climate-smart solutions, sustainable ecosystems and resilient development for reduced vulnerability. The programme includes a strong engagement at the state and district level.

The overarching goal of UNDP’s work on health system strengthening in India is to facilitate equitable access to basic services by strengthening capacities of communities to demand and access services, and of institutions to deliver quality, timely and stigma free services. Complementing the work of partner UN agencies, UNDP supports government efforts to establish universal health coverage; reduce childhood morbidity and mortality through promoting universal immunization coverage; and support capacity development for greater operational efficiency in service delivery. UNDP’s Health Systems Strengthening (HSS) programme is implemented with the support of a grant under the Gavi (Vaccine Alliance) and state governments to develop an integrated and digital solution to help manage vaccine stocks to improve the quality and level of immunization coverage in the country (eVIN). While a large part of this portfolio is related to the eVIN and CoWIN (Winning over COVID) implementation, it also includes technical support to the Ministry of Health & Family Welfare for prevention and management of non-communicable diseases and for leveraging technologies to track high risk pregnancies and thereby reduce maternal and child health mortalities. Working closely with other development partners, the HSS programme also supports the National AIDS Control Organization’s efforts in prevention and control of HIV and AIDS. 

II. Position Purpose:

Ensures effective delivery of CO programme focused on programme operations support, including administrative requirements for portfolio management and programme-wide planning, consistent with UNDP rules and regulations. 

Reporting structure and partners:  Reports to Team Leader, Health Systems Strengthening.  Works in close collaboration with the entire Country Office team, State Offices, Regional Centre, UNDP HQ and the Global Shared Services Unit (GSSU), and project staff to resolve programme related issues and exchange of information.

III. Key Duties and Accountabilities:

1.)  Supports formulation of programme and operational strategies and implementation of the Country Programme through

•    Collection, analysis and presentation of background information for preparation of CCA, UNDAF,                  CPD, effective application of RBM tools and establishment of management targets;

•    Presentation of background information for formulation of country programme, draft project documents,           work plans, budgets, proposals on implementation arrangements;

•    Ensures full compliance of administrative activities with UN/UNDP rules, regulations, policies and                  strategies. 

2.) Establish and implement review mechanism with States and CO team through

    •    Support Team Leader, Health System Strengthening in conducting monthly and quarterly review with State teams and Country office staff and preparation of meeting reports. 

•    Preparing reports based on output and outcome indicators and share with UNDP country office and Ministry of Health and States.

3.) .  Provides effective support to management of the CO programme through

•    Support in drafting and implementation Programme Unit Annual Work Plans (AWP)

•    Support in drafting of project Annual Work Plans and Procurement Plans, and regular review of ToRs/specifications for alignment with Project Document and AWP

•    Provision of guidance to implementing and responsible parties on corporate procedures, policies and rules related to NIM implementation including HACT

•    Following up and ensuring full HACT compliance on projects working with Responsible Partners or implementing partners

•    Monitoring of implementation of projects in the portfolio including AWPs, delivery, planning and reporting in line with corporate and donor requirements

•    Tracking and following-up on requests for information or action from UNDP central units at HQ and regional office, Government partners and donors

•    Creating projects in Atlas (UNDP ERP system), preparation of required budget revisions, revision of project award and project status, determination of unutilized funds, operational and financial closure of projects

•    Provision of guidance to the executing agencies on routine implementation of projects;

4.) Supports resource mobilization

•    Support to the analysis of information on donors (national and international), preparation of donors’ profiles and database, establishing regular communication with technical staff of donor institutions

•    Review of project documents, cost-sharing agreements, official letters

•    Support to tracking and reporting on mobilized resources and the management of the contribution agreements

•    Keeping abreast regarding changes in donor regulations, policies and procedures, including global environmental vertical funds

5.) Supports facilitation of knowledge building and knowledge sharing in the CO through:

•    Organization of trainings for the operations/ projects staff on programme related issues.

•    Synthesis of lessons learnt and best practices in programme.

•    Sound contributions to knowledge networks and communities of practice.

IV. Requirements:

Education:

•    Secondary Education preferably with specialized certification in Management. 

•    A Bachelor’s Degree in Public Health or Public Administration or Management or Social Sciences will be given due consideration

Experience, Knowledge, and Skills:

•    6 years of relevant programme experience is required at the national or international level with Secondary Education OR 3 years of relevant experience with a Bachelor’s degree.

•    Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and database packages, experience in handling of web-based management systems.

•    Prior experience in preparing documentation and programme/ project reports for analysis and evaluation.  

•    Prior experience in drafting and preparing MOU (Memorandum of Understanding / MOA (Memorandum of Agreement) documents for the purpose of agreements with government and Donor agencies is highly desired.

•    Fluency in English and working language of the duty station
