**About the WHO:** The World Health Organization (WHO) is a specialized agency of the United Nations responsible for international public health.  The Department of Healthier Populations and Noncommunicable Diseases (HPN) focuses on promoting national responses and building capacity to manage non-communicable diseases (NCDs), mental health, nutrition, environmental health, injuries, disabilities, and rehabilitation, utilizing a multisectoral approach.

 

**Job Summary:**

 

Under the direct supervision of the Director, and overall guidance of the Director, Programme Management, the Programme Operations Officer will provide comprehensive administrative and program support.  Responsibilities encompass administrative operations (HR, procurement, budget, finance, logistics), quality assurance, compliance monitoring, capacity building, collaboration with other departments, and adherence to WHO rules and regulations.  The role also involves program planning and management, including budget preparation, financial and technical monitoring, implementation support, and resource allocation.  Furthermore, the officer will support grant agreement management, reviewing contracts and donor agreements, and ensuring timely reporting.

 

**Responsibilities:**

 

* **Administration:** Support administrative operations, monitor quality assurance and compliance, identify and mitigate risks, and provide training to administrative staff.

* **Program Planning & Management:** Support budget preparation, monitor program implementation, prepare reports, and facilitate biennium assessments.

* **Resource & Grant Agreement Management:** Support resource allocation, review contracts and donor agreements, and ensure timely reporting.

 

**Required Qualifications:**

 

* **Education:** Essential: First-level university degree in management, public or business administration, social sciences, or a related field from a recognized university. Desirable: Training in Business Administration or Program Management.

* **Experience:** Essential: Minimum four years of professional work experience in general administration/program management. Desirable: Previous experience with WHO or other UN agencies, preferably in a senior GS/NPO category.

* **Skills:** Thorough knowledge of WHO goals, policies, rules, and regulations; knowledge of program planning, monitoring, and evaluation; excellent written and oral communication skills; strong interpersonal skills; ability to manage sensitive information; skills in quality assurance and compliance monitoring; demonstrated proficiency in WHO competencies (teamwork, respecting cultural differences, communication, producing results, resource management, creating a motivating environment).

* **Languages:** Expert knowledge of English and the local language (Hindi).

 

 

**Remuneration:**  Annual base salary starting at INR 3,269,846 (subject to mandatory deductions). 30 days of annual leave.
