**Job Description**

 

CIP is seeking a dynamic and detail-oriented **Project Budget and Compliance Specialist** to join our team in New Delhi, India. This role will be critical in ensuring the effective management of budgets and financial compliance for CIP projects, globally. 

 

**Responsibilities:**

 

* Monitor funding trends and manage capacity for the functional area to ensure compliance and delivery of financial services to projects.

* Oversee all financial aspects of projects according to agreement terms, including internal ERP, IFRS, and donor guidelines. This includes:

    * Preparation of proposal budgets

    * Setting up projects in OCS

    * Preparation and submission of all invoices

    * Financial reporting to donors

    * Timely corrections to the general ledger

    * Maintenance of agreement master files.

* Collaborate with project teams to ensure that all donor-related information is disseminated, abiding by donor rules and regulations.

* Maintain appropriate relationships with donors and prepare reports as necessary, ensuring compliance with any terms or conditions in agreements.

* Monitor compliance in projects, including project audit reports and general financial and contractual issues.

* Develop policies and procedures related to project accounting and financial management, as well as contribute to those related to grants and contracts management.

* Monitor Portfolio Health: Recovery of Indirect Costs (Overheads, Chargebacks, Personnel), Potential Risks (Exchange Rate Adjustments, Budget Variances/Revisions, Audits Tracks).

* Prepare and submit timely and accurate donor reports (W1 & W2, W3, and Bilateral Funding), requesting necessary invoices. Stay current with donor regulations and award requirements identified in the CIP compliance matrix.

* Maintain all applicable project records and files in accordance with internal controls, demonstrating compliance with donor requirements.

 

**Requirements:**

 

* Bachelor’s degree in Business Administration, Financial Management, Operations, or a related field.

* At least 6 years of professional experience.

* Strong financial and analytical skills.

* Proven ability to manage multiple budgets and projects effectively.

* Excellent understanding of international development funding principles and regulations.

* Knowledge of Bill & Melinda Gates Foundation (BMGF) guidelines and BMGF project implementation is highly desirable.

* Strong knowledge of USAID projects, FAR, ADS rules and regulations, and OMB Circulars is desirable.

* Experience with accounting software packages (ERP preferable) is a plus.

* Proficient in MS Office, especially Excel.

* Excellent communication and interpersonal skills.

* Ability to work independently and as part of a team.
