Position Overview:
The Project Executive (PE) will be responsible leading the literacy program in the block. He/she would be responsible for supporting and coaching to the Block officials, Kendra Pramukhs, teachers, librarians, and principals to adopt new ways of working with children to increase their habit of reading and for setting up and ensuring a highly functioning library. The PE will be also responsible to and support parents at community level to ensure learning at home. They will report to the Sr. Literacy Program Operations Officer/Literacy Program Operations Officer/Literacy Program Operations Associate and will not have any direct reports. This position is based at project location (District/Block/Mandal/Cluster).
Duties & Responsibilities:
Program Understanding:
- Develop a thorough understanding of Room to Read’s Literacy program design
- Develop a thorough understanding of EGL and read relevant literature/research
- Participate actively in online capacity building program of the RtR staff
- Manage, monitor, and support library program intervention and Learning at Home environment across assigned project schools in the block and ensure adherence to the program design.
- Provide support and conduct continuous capacity building/ orientation of Kendra Pramukhs, cluster resource persons, teachers, volunteers, PRIs, SMCs about the community engagement plan in online and offline mode
- Write monthly reports to supervisor on program implementation
- Provide reflective feedback on program design and implementation (especially with respect to progress towards outcomes) and demonstrate a solution-oriented approach
- Serve as a technical resource to the school and community level in developing reading habit in children
School and Home/Community Visits:
- Undertake school visits when the schools are open, except for days when on official travel and leave.
- Conduct home/community visits as per requirement
- Conduct orientation/sensitization of parents, SMC and PRI members on home as a learning space
- Prepare weekly parents/ community engagement plan and orient them via phone calls or community visit (if the community visits are permitted)
- Supports and participates in Family & Community Engagement (F&CE) activities like literacy events, parent meetings, reading campaign, summer camp and other community activities
- Explore opportunities and methods of providing distance support to the teachers.
- Support school librarian initial set up of the library, including site verification (if necessary), organizing community meetings, raising requisition, and coordinating delivery of furniture, books, and stationery
- Collaborates with school to support minor improvements to the library space (e.g. painting)
- Participates in regular teacher and literacy trainings (both center-based and school based) related to the Literacy program implementation
- Regularly observes and models good library management practices and systems to designated librarian / library point teachers (i.e. book leveling, reading activities, check out system, etc.)
- Regularly observes, demonstrates and coaches teachers and library point teachers in the implementation of the library period and reading activities
- Coordinates formation and training of Child Management Committees
- Regularly provides to the principal/headmaster an update on progress and coaches them on ways to support teachers and ensure longer term sustainability of literacy outcomes within the school
- Collects monitoring data (both regular and periodic, as required), ensuring high data quality
- Analyse school and community level data and information on a regular basis collected during regular school and community visit, identify corrective action to be taken and build it into school and community level planning
Training, Workshop, and Meeting:
- Participate and facilitate in regular KPs, teacher and librarian trainings (both centre- based and school based) related to the Library activities and management) in online and offline mode.
- Participate in development of materials, training modules and other technical resources as required
- Attend review meetings at block/district/state/national level, as required, and complete all programmatic and financial reports on a timely manner.
- Attend professional development training and workshops at block/district/state/national level, as required.
- Attend monthly meeting with teachers, block level officials in online mode for the program update and mitigate issues
- Help create awareness regarding Foundational Literacy and importance of reading at the community level.
Planning, Reporting, Documentation, and Content Creation:
- Compile and analyse ongoing assessments data conducted by school or at community level and plan to support to take corrective action in discussion with supervisors.
- Analyse school and community level data and information on a regular basis collected during regular school and community visit, identify corrective action to be taken and build it into school and community level planning
- Create some online content such as short audio messages/lesson plan and disseminate & support parents/Teachers/SMCs
- Tracks and reports library monitoring data to ensure timely and accurate reporting to stakeholders.
- Conducts ongoing planning, documentation, and reporting.
- Write monthly reports to supervisor including progress data of CICO and in a template provided by RtR.
- Create short audio messages/online content/lesson plan and disseminate & support parents/Teachers/SMCs
- Document best practices and lessons learned and share with the Literacy Program team
- Collaborate with Principal, and community to develop sustainability plan for managing literacy program components and acquiring resources after Room to Read’s support ends.
- Report to the Literacy Program Operations Officer/Associate
- Participate in any other activities which may be required to be undertaken to fulfill the objectives of the organization
- Support in donor visits, and in any other activities which may be required to be undertaken to fulfil the objectives of the organization
Government Engagement and Programmatic Responsiveness :
- Govt. Liasioning for ensuring program quality through meetings, interactions, events, for influencing block level govt strategies for adapting library as an integral part of school system. etc.
- Getting necessary circular / letters released from the Block Education officer as per requirement for accelerating the Library programme in the block.
- Ensuring to hold Monthly block level review meeting with Kendra Pramukhs & Block Education officers.
- Arranging joint visit to the Libraries along with BEO & Kendra Pramukhs for increasing their involvement in monitoring the Library activities and helping them to make their monitoring observation.
- Leveraging with block officials to ensure that review and discussion to be held on library development in monthly Sikshan Parishads (cluster level meetings) by the Kendra Pramukhs.
- Attending and facilitation of Sikshan parishads (Minimum 80% of Sikshan parishads in the block)
- Regular call with the Govt. stakeholders
- Ensure that all Kendra Pramukhs & teacher training activities are held in the block as per plan and program guidelines. (add target as per the block’s target)
- To prepare and facilitate the sessions of training programs of Kendra Pramukhs and teachers.
- Ensuring establishment of cluster libraries. Supporting for timely delivery of all Library provisioning to the schools
- Ensuring functional libraries in the block with operational CICO system in place
- Content creation and content dissemination to the children as the part of the COVID-19 response.
- Ensuring reach of content to at least 60% children in the block
- Implementation of all activities as per the IC plan and to provide regular updates for monthly review of the same.
- To assist to PA & PO as per the program requirements
- Ensuring regular tracking on e-content reach to the beneficiaries
- To do school visits and field visits as per necessity of the program
- Provide technical oversight to the CRC’s/BRCs and support them in their coaching and communication with teachers and schools.
