Position Overview:

With investment from the Prevail Fund, Room to Read India proposes to significantly scale its Literacy Program model across multiple states which will directly benefit an estimated 4.2 million primary school students over three years and more. Room to Read will work across these states through district-wide literacy initiative. The initiatives will be contextualized as per state specific requirements and will be designed in a way to support the existing FLN reforms across the states. Additionally, the initiative will continuously iterate the program model to ensure high effectiveness while ensuring optimum cost utilization. Towards this, RtR is looking to hire a project head, who will be responsible for leading all aspects of this project. S/he will work with multiple teams including state teams to ensure that all program deliverables are achieved. S/he will report to Associate Director-Projects.

Roles & Responsibilities:

Program and Contextual understanding:

  • Develop good understanding of RtR’ s Literacy program especially the research variations that are being proposed.
  • Develop strong understanding of RM&E indicators for all program inputs and ensure that all program inputs are towards achieving program goals.
  • Thorough understanding of key govt initiatives especially the details of state specific FLN initiatives.
  • Basis the state specific context, alter the program design in consultation with Literacy team.   
  • Strong understanding of various government structures and roles and responsibilities of the same for each state.
  • Look for options to scale-up programs using technology in consultation with Ed-tech team. 

Planning and Budgeting:

  • Lead preparation of Annual Work plans along with budgets in prescribed format in consultation with all stake holders.
  • Ensure all team members are clear about program goals and all activities are in sync with the same. 
  • Developing detailed Implementation Calendars aligned with planned activities.
  • Develop re-budgeting plan in consultation with all stakeholders.
  • Keep a close eye on unit costs and ensure all costs are kept in check.
  • Ensure accurate budgeting basis the experience and +/-5% utilization. 

Tracking program activities:

  • Organize review meetings as per the agreed frequency and ensure that action points are adhered to, thereby improving the quality of the project. 
  • Follow up on organization of internal staff capacity building initiatives and highlight any gaps.
  • Act as the focal point person with state teams for any day-to-day co-ordination.
  • Keep abreast with updates from states for any follow-up actions.
  • Timely submission of Cash forecast, Financial outlook to Supervisor.
  • Review monthly Financial MIS and report any concerns.
  • Ensure timely procurement and booking of expenses for all activities.
  • Develop ToR for any consultancies that need to be awarded.
  • Represent RtR in any meeting, as required.
  • Conduct regular field visit to oversee program implementation at project locations.
  • Support state teams in developing MoUs, agreements, concept notes, presentations with
  • Government as required. 

Coordination with RME:

  • Support RME and Literacy team in development of any research indicators related to program assessment.
  • Ensure that program objectives are delivered as per agreed RME framework.
  • Work with RME in ensuring that data dashboards are prepared and collected data is used in making program decisions. 

Donor and Global office compliances:

  • Ensure all donor compliances are followed, and any deviation properly documented.
  • Timely submission of all reports, fund requests, expenditure statement and other documents.
  • Support in development of MoUs, agreements, and any other legal documents as required.
  • Timely response to any queries from Donors or Global office. 

Documentation for the Project:

  • Develop quality donor reports as per the mandate during the reporting period across the project locations.
  • Develop internal notes for circulation with various team members and input during monthly review and planning meetings.
  • Contribute to any reports, collaterals due for Donor or internally. 
  • Support in development of communication materials for project for dissemination on different platforms. 

Qualification & Experience:

  • Master’s degree in Management, Social work or related field is required.
  • Minimum 8-10 years of relevant experience.
  • Excellent writing skills and high-level command on grammar.
  • Ability to easily change writing styles to fit the audience and voice of the piece.
  • Must have attention to detail.
  • Comfortable working with Budget.
  • Poses strong oral and Interpersonal Skills to be able to communicate with potential organizations and or government contacts on the desired grant.
  • Ability to interact effectively with a wide variety of people with diverse communication styles.
  • Excellent coordination and problem-solving skills.
  • Good interpersonal skills and a team player.
  • Proficiency in Microsoft Office applications required.
