## Project Manager – Foundational Literacy and Numeracy (FLN)
**Central Square Foundation (CSF)**, a non-profit philanthropic foundation, is seeking a passionate and experienced **Project Manager** to join our Strategic Support States (SSS) team. This role will be based in **Kodangal Area, Telangana**, covering the districts of Vikarabad and Narayanpet.

Founded in 2012, Central Square Foundation (CSF) is a non-profit organization dedicated to ensuring quality school education for all children in India. We strive to transform the education system, particularly focusing on improving learning outcomes for children in low-income communities.
**About the Strategic Support States (SSS) Team:**
The SSS team at CSF partners with state governments to design and implement initiatives aimed at improving Foundational Literacy and Numeracy (FLN) learning outcomes for children. Our Project Management Units (PMUs) work closely with state bodies to:
* Co-create state-level FLN mission goals
* Identify critical workstreams and success indicators
* Monitor and review mission progress
* Conduct action research projects and pilots
**CSF’s Work in Telangana:**
CSF has been actively collaborating with the Department of School Education (SCERT, Samagra Shiksha) in Telangana to support their FLN mission, ensuring quality education for all children in Grades 1-5. We provide strategic support to selected districts/regions, serving as demonstrative models for achieving positive FLN outcomes.
**Responsibilities:**
* Work closely with the Kodangal Area Development Authority (KADA), District administrations, and key stakeholders (OSD-KADA, District Education Officers, FLN Nodal Officers, District Resource Persons) to create and implement a detailed District Action Plan (DAP).
* Enhance and strengthen existing inputs of the FLN Mission, including:
* Utilization of Teaching Learning Materials
* Effective Teacher Professional Development & Mentoring
* Dissemination of Communication Campaigns
* Robust Monitoring Systems
* Conduct small-scale pilot interventions to address district-specific challenges.
* Align district-level strategies with the overarching state FLN mission goals.
* Collaborate with the state team to ensure coherence and integration of efforts.
* Provide efficiencies to implementation, including:
* Deeper, grassroots-level diagnostics of learning gaps and problem-solving
* Ground-level feedback to the state
* Design and execution of district/mandal level strategies and solutions
* Building local capacities for adoption and usage
* Conducting awareness campaigns/events on FLN
* Improve enabling conditions, including:
* Ensuring effective cascading of state-level governance structures at the district level
* Building stakeholder buy-in and prioritizing FLN
* Monitor data and progress, including:
* Conducting field trials to improve monitoring systems
* Ensuring consistent data collection
* Developing and maintaining the Management Information System (MIS)
* Analyzing data to drive actionable outcomes
* Improving data quality and reliability through independent data collection
* Implement pilot projects and test models for:
* Community/parental engagement
* Key challenges such as MGML
* Tech-based Continuous Professional Development
* Capacity building of stakeholders (teachers/mentors/parents)
* Interventions that promote holistic development in children.
* Prepare timely and accurate reports, documenting program progress, achievements, challenges, and financial utilization.
* Document quantitative and qualitative impact/outcomes of interventions at the district level.
**Qualifications, Skills, and Abilities:**
* Bachelor’s degree required; a Master’s degree in education, development studies, public policy, or social sciences is preferred.
* Minimum 3 years of work experience in the education sector demonstrating strong project delivery and stakeholder management skills.
* Prior experience working with state and district-level governance and institutional structures is highly desirable.
* Ability to undertake extensive field travel (schools, clusters, mandals) for at least 15 days per month.
* Keen interest in the Development/Education sector.
* Fluent in both Telugu and English with excellent written and oral communication skills.
* Knowledge and experience in project management, including large-scale program implementation and monitoring.
* Strong skills in stakeholder management, problem-solving, and analytical thinking.
* Proven ability to thrive in ambiguous and evolving environments.
**Compensation:**
Remuneration will be competitive with Indian philanthropy pay scales and will depend upon the candidate’s experience levels.
