Project Brief

In low-and middle-income countries (LMICs) like India, stagnating mortality, epidemiologic shifts, and rising population expectations, have put a spotlight on the quality of health systems. The Lancet Global Health Commission on High Quality Health Systems found overall low quality of care for even basic conditions and little to no data on quality for the majority of high burden conditions such as maternal and newborn. Evaluating health system performance requires an understanding of the care received by patients over time and across conditions. Current data on health system performance and health outcomes in LMICs tend to focus on measuring coverage of health interventions, counting number of visits, and counting inputs to care (availability of medicine, supplies, equipment and human resources). Data on the processes of care (competent care, appropriate diagnoses and treatment, safe and timely care etc.), on users’ experience with care (respectful, patient-centered care) and on the impacts of quality care (better health, confidence and economic benefits) are missing. The Quality Evidence for Health System Transformation (QuEST) network, formed by Harvard T.H. Chan School of Public Health with institutes from India, Ethiopia, Kenya, and South Africa aims to address this gap. The project aims to develop and test a mobile phone e-cohort aimed at tracking care quality and outcomes over time for mothers and newborns from initial antenatal care (ANC) visit, through childbirth, postpartum care, and receipt of essential newborn care. Additionally, to improve survival of mothers and newborns, this project also aims to conduct a feasibility assessment for Service Delivery Redesign (SDR). Service delivery redesign (redesign), as proposed by the Lancet Global Health Commission on High-Quality Health Systems in the SDG Era, is a systemic reform that rationalizes the health system such that high quality services are provided at the right level, by the right provider and at the right time to optimize outcomes

Deliverables

  • Conduct literature review as required and perform secondary data analysis (HMIS, etc.) during the formative phase of the project.
  • Lead the implementation of research activities in the field (Sonipat and Jodhpur).
  • Train the field research staff for collection of data.
  • Coordinate with the field research staff in Sonipat and Jodhpur on a daily basis and resolve issues arising within the team and/or in the field.
  • Monitor the progress of data collection activities throughout the project, and update the supervisors on overall progress of the project.
  • Liaise and coordinate with the state and district level health authorities in Sonipat, Haryana and Jodhpur, Rajasthan for smooth running of the project.
  • Conduct GIS analysis for the project.
  • Coordinate with the HR, finance and administrative staff at PHFI as needed.
  • Prepare progress reports, assist in data analysis and writing of scientific papers.
  • Any other task assigned by the Supervisor.

Qualification:

Essential:  Master’s degree in Public Health or a related field.

Desirable: MBBS, BDS with master’s degree in public health or a related field – Diploma in biostatistics.

Experience:

Essential:

  • Around 3 years of experience in Public Health Research.

Desirable:

  • 3 years of experience in leading teams for collection of data under a public health research-candidates with experience in statistical analysis and GIS analysis will be preferred
