Position: Resource Person – IPEL

Position Summary
The IPEL (India Partnership for Early Learning) project, supported by USAID, is a consortium of four organizations (CARE India, Room to Read, KPMG and CSF), each bringing its own expertise to achieve the target stated in NEP 2020 (ensuring that all learners in Grade 3 achieve FLN by 2025). The IPEL team at CSF supports the states of Uttar Pradesh, Bihar, Jharkhand and the Municipal Corporation of Delhi to design and implement their state FLN missions as part of the national NIPUN Bharat Mission. We act as catalysts to support the initiatives, schemes and programmes of the state governments towards ensuring all children achieve foundational literacy and numeracy skills by Grade 3 so that they make the successful shift from ‘learning to read’ to ‘reading to learn’.
The Resource Person will be responsible for working with school heads, district government stakeholders, IPEL team lead and IPEL state team to provide specialized support pertaining to implementation of monitoring and assessment workstreams. The resource person will play a key role in activating the monitoring and assessment workstream in his / her district, ensure that relevant protocols are followed in schools and share gaps and best practices with the state team. The role will be based out of selected districts and will report to the team lead in Ranchi.
Key responsibilities include, but are not limited to
- Ensure setting up and operationalization of the program at district level, block and selected school level.
- Provide support to the school, block, district and DIET officials to ensure effective implementation of the program
- As part of FLN monitoring, ensure the quality of data collected by ensuring required measure by effective implementation of the program
- Supporting the stakeholders by providing advisory and troubleshooting support in all aspects of program roll out.
- Observe, document and report the gaps, and best practices followed in schools and district officials in the program.
- Think through, suggest solutions of the identified gaps to the state team and implement the solutions for effective implementation
- Share the best practices followed in a school / block with other schools / blocks and document the same for sharing with larger state team
- Engage with DIET, Block Resource Person, and school functionaries to demonstrate FLN approaches are implemented at school level and target schools are developed as a model FLN school.
- Conduct quarterly meetings with the school heads/CRC/BRC/mentors, DEO, DIET staff to review progress of FLN mission in the district
- Build and manage relationships with DIET and BEOs to enhance ownership towards the program.
- Facilitate the state in setting up district and block level governance structures mandated in NIPUN Bharat Guidelines
- Participate in District Level FLN review and provide strategic support on school level monitoring / mentor of teachers
- Provide support on monitoring, assessment and communication workstream to state and central team as needed
Required Qualifications, Experience, Skills
- D.El.Ed./D.Ed./B.Ed. or any other relevant degree in social sciences with minimum 3 years’ experience of working with the state education department.
- Minimum 3 years of experience in project implementation and coordination with the government.
- Knowledge about school education systems and processes.
- Experience in project implementation in coordination with the government.
- Understanding about creation of child centric foundational learning environments in schools/classroom/libraries/communities etc.
- Good Communication skills- verbal and written (preferably in Hindi)
- Team player.
- Time management.
- Willingness to multi-task and be flexible and adaptive to changing priorities
- Ability to build & manage relationships with government teams
Compensation
Remuneration will be competitive with Indian philanthropy pay scales and will depend upon the candidate’s experience levels.
