In India, Jhpiego works across various states in close collaboration with national and state governments, providing technical assistance in the areas of family planning, maternal and child health, strengthening human resources for health, and non-communicable diseases. These programs are funded by USAID, Bill & Melinda Gates Foundation, David & Lucile Packard Foundation, Children’s Investment Fund Foundation (CIFF), MSD for Mothers and others.
Jhpiego is hiring Senior Advisor-Monitoring, Evaluation & Research for USAID funded Family Planning and Reproductive Health for Young Population in India project. The project vision is to demonstrate innovative models to leapfrog young people’s reproductive health and family planning outcome. It will also promote adaptation of possible models from evidence-based high impact interventions demonstrated in previous programs. This project is also expected to catalyze lessons learned from USAID’s previous investments on FP/RH for youth. The position will work closely with the state office teams and India country office team for measurement of project impact, documentation of learnings and conducting the evaluation activities.
Responsibilities
• Strategic guidance and work collaboratively with program staff, partners and headquarters team in developing MER Plan, budgets, and rolling out
• Ensure high-quality implementation of M&ER activities consistent with India’s state and national health guidelines, protocols, information and reporting systems
• Work with the intervention leads to support in developing scientific manuscripts, abstracts and data presentations to present on-going work and findings at national / international conferences
• Liaise with relevant program staff to ensure that lessons learned and recommendations from MER activities are used to modify existing programs and in the design of new activities.
• Ensure documentation of key findings/ lessons learned from programs implemented by Jhpiego India and develop data dissemination plans for advocacy purposes.
• Provide MER inputs in development of new interventions/ partnerships and provide strategic vision
• Provide technical advice and support at the design stage of programs to facilitate its monitoring during implementation. In collaboration with Program leaders, ensure monitoring and evaluation components are well integrated in the implementation plans of new projects.
• Participate actively in the development and implementation of project strategies in fulfilment of results indicators and overall project goals.
• Collaborate with global Jhpiego MER on joint initiatives
• Continuously monitor the progress of execution of M&E plans of various partner organizations funded by MCGL
• Supervise a team of MER professionals, provide overall management of staff and activities
• Coordinate all MER capacity-building activities with project staff, implementing partners and facility staff
• Facilitate the ethical review process of the various operation researches being undertaken by the on-going programs.
• Facilitate the design of program specific studies, survey tools and evaluation strategies for all on-going and upcoming programs.
• Ensure that all staff are aware of Johns Hopkins Institutional Review Board (IRB) policies and regulations when they are involved in research activities.
• Provide inputs on program reports prepared by program staff prior to submission to stakeholders and donors, and support preparation and sharing of relevant documents and data for internal as well as external audience
• Ensure periodic sharing of project information and performance reports with field staff and assist in development of action plans based on findings.
• Ensure optimum data quality by supporting the partners to develop a standardized data collection mechanism where the programs are being implemented. Ensure quality of data through data verification procedures, including routine data quality audits.
• Oversee the development and implementation of the Performance Monitoring Plan (PMP) to capture project performance and results, including routine service delivery data reporting, baseline and endline assessments, and all monitoring for process and outcome evaluations
• Ensure timely data collection and lead results reporting to donors by providing written documentation on M&E activities and indicator results for progress and annual reports, as appropriate
• Coordinate efforts to monitor and evaluate project interventions, document results and provide feedback to stakeholders to guide decision-making
• Conduct targeted evaluations and operations research, including design, data collection, management and analysis
• Perform other duties as assigned by the supervisor to achieve the project goals.
Abilities and Skills:
• Excellent management, leadership, decision-making and interpersonal skills
• Proven skill interacting with senior-level representative of state governments and GOI, international organizations, bilateral donors, civil society and private-sector organizations
• Ability to work effectively in a multicultural work environment
• Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
• Willingness and flexibility to work on a wide range of tasks under different programmatic and technical areas
• Excellent writing and communications skills, including demonstrated technical writing skills for technical and programmatic documents, such as program reports and training materials, and publications
• Strong quantitative technical skills, including ability to process and analyze data using one or more statistical software packages, including at least: SPSS or Stata
• Strong qualitative research skills, including ability to design data collection tools, collect data using qualitative methodology, and analyze data using one or more software packages: Atlas TI, NVivo, or MaxQDA
• Proficiency in word processing and Microsoft Office Suite
• Fluent in written and spoken English and Hindi.
• Excellent facilitation, oral and written communications skills
• Ability to travel within states up to 50% of his/ her time.
Qualifications/Knowledge and Experience:
• Masters in epidemiology, statistics, population studies, public health, community medicine or relevant field
• Minimum 10 years of relevant professional experience working with international health program/ organization especially in the field of Monitoring and Evaluation activities, and at least 5 – years in a managerial position.
• Proven expertise in quantitative and qualitative data collection and analyses methodologies and operations research, health management information systems, data quality assessments, reporting and presentation
• M&E experience in family planning
• Prior exposure to corporate social responsibility initiatives and their evaluations is desirable
• Understanding of Global Health and development approaches with willingness to learn the technical side of program implementation.
• Familiarity with the Indian health system, key stakeholders and relevant government policies/strategies particularly Ministry of Health and Family Welfare (MoHFW), National Health Mission and State Health Societies.
