Established in 2007, the National Health Systems Resource Centre’s mandate is to assist in policy and strategy development in the provision and mobilization of technical assistance to the states and in capacity building for the Ministry of Health.

Job Description/Responsibilities

The Senior Consultant will be based at Aspirational District Unit, Child Health Division of Ministry of Health and Family Welfare and will directly work under the supervision of Additional Commissioner (CH), MoHFW.

Specific responsibilities of the position are as follows:

  • Under the supervision and guidance of Additional Commissioner, CH, MOHFW Senior Consultant will support in planning, , monitoring and implementation of Aspirational Districts and Aspirational Block Program Provide technical support in Districts identified under Mission UTKARSH and support to State/UT for improvement in Key Performance Indicators (KPIs).
  • Provide programmatic support to States/UTs in strengthening and implementation of various thematic interventions and other NHM programmes in Aspirational Districts/Aspirational Blocks.
  • Engage in routine Program monitoring for improvement in key health indicators in Aspirational Districts/Aspirational Blocks/ Districts identified under Mission UTKARSH.
  • Support in various capacity building interventions as per programmatic needs in Aspirational Districts/Aspirational Blocks as and when required.
  • Contribute to development of programme specific operational guideline, documents and technical documents.
  • Prepare monthly/quarterly reports on the progress of key health indicators for Aspirational Districts/Aspirational Blocks/Districts identified under Mission UTKARSH.
  • Undertake periodic field visits to States and Aspirational Districts/Blocks/Districts under Mission UTKARSH to review programme implementation, identify implementation challenges and support Districts/States in charting appropriate solutions.
  • Coordinate with various partners and stakeholders such as Development Partners, NITI AAYOG, state government counterparts to develop, implement, monitor program activities.
  • Develop work plans, budgets, activities, monitoring and evaluation (M&E) frameworks for Aspirational District program/ Aspirational Blocks programmes
  • Assist in appraisal of State/UT PIPs and support in preparation of action plan for Aspirational Districts/Aspirational Blocks/Districts identified under Mission UTKARSH.
  • Analyse various reports/studies/MIS Data/ Survey Reports and based on the output/analysis suggest actions to achieve Aspirational District/Blocks indicators (as specified by NITI Aayog) in States/UTs and individual districts.
  • Coordinate with states for regular review of Aspirational Districts programme/ Aspirational Blocks programme/ Mission UTKARSH and participate in the review as and when required.
  • Submit periodic analytical reports and suggest actions required at State/District level to fill the gaps within the approved Program Implementation Plans.
  • Develop networking and collaborative relationships with various stakeholders viz government, private, academia, NGOs, etc. working in field of RMNCH+A and supporting Aspirational Districts.
  • Review of proposals received from states to facilitate decision making by the MoHFW.
  • Perform any other duties as assigned by the supervisor.

Education Qualification/Required Skills & Experience

  • Preferable-MBBS with Public Health post graduate qualifications (MD / MPH) and 3+ years’ work experience. Non MBBS with public health post graduate qualification (MD / MPH) with relevant degree BDS/BHMS/BAMS/ /M. Sc (Nursing)/ /MSW/Master in social sciences with 5+ years’ work experience in Public Health will be considered.
  • Work experience in health systems strengthening, program planning or implementation under NHM or High Priority Districts (HPDs) is preferred
  • Demonstrated experience in operationalizing health programs at field level; working in strengthening of District Health Action Plans (DHAPs)
  • Should be able to design strategies to achieve program goals and plan activities towards the same.
  • Competency and experience in working on health issues at program or policy level, monitoring and evaluation, data analysis, public health administration and governance. Ability to develop technical guidelines and documents on health programs.
  • Willingness to travel to states & districts to provide technical assistance & ability to work on different assignments simultaneously to meet tight timelines.
  • Demonstrated ability to work in a multi-disciplinary team environment.

Salary

Between Rs. 90,000/- to Rs. 1,50,000/- per month
