Project Description

The goal of this project is to provide lifesaving, critical information on SRHR (Sexual and Reproductive Health & Rights) that empowers adolescents, promotes healthy behavior, encourages community engagement and inclusion, and helps adolescents develop into healthy, responsible adults. Young people need to be given the opportunity to acquire essential life skills and develop positive attitudes and values. The project aims to use an affirmative approach to sexuality education as part of essential life skills and holistic development to equip adolescents with the right knowledge, skills, attitudes and values

Job Purpose

This position will be responsible to provide strategic thematic leadership todesign and build impactful programmes/ projects for Plan India’s target beneficiaries. ,The role holder with strive to enhance the thematic portfolio bydesigning and developingcompelling project proposals and concept notes for impactful programmes and raise grant funds. The role will focus on building strong connections withdonors, government functionariesand other stakeholdersto support the organisation to achieve its strategic goals& objectives as per the Country Strategy. Plan India runs three major programmes funded by Reckitt India, namely, the School Hygiene Education Programme, The Birds and Bees Talk and a self-care programme for new mothers. Together the programmes cover 12 major states of India and reach 15 million individuals.

The Sr. Manager will play a major role in these programmes, responsible for drafting work plans, CPM/PERT chart for each project and analysing the project and staff performances.
The Sr. Manager will report to Chief of Party and needs to ensure that Donor requirements are fulfilled, especially with regards to quality interventions, procurement procedures, financial management, Liaising and reporting and steering the project along with the local CSO partners. Sr Manager will be responsible for the coordination and supporting the implementation teams and partners to achieve successful implementation of project activities in line with PLAN India’s and Donor contractual obligations and standards.

Major Responsibilities

  • Provide support and advice to the implementing team on ground to ensure that the project is implemented according to PLAN’s contractual agreements and standards.
  • Regularly monitor timely implementation of the project as well as the management of budget and finances of the project at ground.
  • Ensure submission of monthly overview of expenditure and narrative reports, fortnight reports in a timely manner in cooperation with the implementing teams.
  • Ensure application of rules and procedures for the award of the contacts
  • Assist the teams in procurement in accordance with PLAN India’s Procurement policies
  • Assist the teams in developing adequate monitoring and impact-reporting skills.
  • Organize high level events with project promotional events in the field across 6 states.
  • Excellent liaison with state departments for promotional activities and seeking support from various Government bodies.Tracking work plan of each state and ensuring that the targets are delivered.
  • Assist in enhancing PLAN visibility at national and state levels in accordance with PLAN’s visibility Guidelines and donor requirements.
  • Ensure that a high level of communication is maintained with the PLAN Team centrally and at the field.
  • Provide continuous quality support and feed back to PLAN India on issues pertaining to the implementing teams, the region and other Govt Organizations
  • Extend support to other programs in building program linkages and also on other reporting and financial matters on a regular basis
  • Supervise the project staff and mentor the local partners for progression
  • Take up regular field visits, and provide feedback for better implementation
  • Prepare project DIP and monthly work plans and report to the supervisor

Compliance & Audits

  • Ensure compliance of Plan’s organizational and programme policies in all the projects.
  • Ensure adherence to the financial compliance requirements during budget spending by the thematic teams
  • Ensure the sponsorship communication commitments are met and compliances upheld as part of the project design and to track the outcomes / impact on sponsorship communities.
  • To ensure 100% adherence to Safeguarding policy, Prevention of Sexual Harassment, Exploitation and Abuse and other relevant policies in Programme Implementation
  • To over-see and support programme / project audits

Team Management

  • Provide a conducive environment for enhancing teamwork and high quality performance.
  • Be a part of the staff recruitment process for the Project roles in coordination with the HR&OD.
  • Manage team performance and development through regular constructive feedback.
  • Ensure adequate staffing support to the project teams.
  • Any other tasks as delegated by the line manager or the management.

Qualifications and Experience

Education: PhD / Post Graduation in Development Studies; with expertise in working on one or more of the following themes – Education, SRH, Nutrition, Livelihoods, Gender and Inclusion or other child focused developmental areas.

Experience:

  • 10 years of relevant experience in Programs for Social Development and humanitarian in areas of Child Rights, Gender and Influencing in India.
  • Demonstrated experience working with ministries, Govt. systems(national, regional, district), donors, civil society and other development actors.
  • Excellent ability to manage senior team members and monitor multiple projects and proven in-depth knowledge of in Project Management.
  • Demonstrated experience in designing, developing and writing project proposals, reports, and good presentation skills.
  • Demonstrated experience leading a technical activity, through evidence and data driven decision-making and using M&E data for program/project quality improvement, and serving in technical advisory roles
  • Strong design and conceptualization skills – able to think creatively and; systematically at all program levels.
  • Experience in monitoring budgets and provide guidance to the teams.
  • Experience in quality assurance and quality improvement.

Skills and Competencies

  • Ability to track and check progress against complex metrics periodically and present dashboards.
  • Ability to work well under pressure, manage multiple tasks and meet tight deadlines independently with sound decision making.
  • Ability to work with staff based in multiple locations and build a culture of meritocracy in the team.
  • Strong experience building relationships and partnerships with key stakeholders.
  • Self-starter, team player and highly result-oriented.
  • Strong strategic, analytical, negotiation and advocacy skills.
  • Excellent communication and writing skills.
  • Cultural sensitivity and ability to effectively engage participants of different cultures and backgrounds.
