The Senior MEL Officer shall provide technical guidance to project-level MEL systems development, evaluation oversight, and capacity building across PATH’s South Asia portfolio. The Senior MEL Officer ensures that the foundational building blocks for managing to impact are in place within programs, country, and regional teams. Additionally, the Senior MEL Officer will manage a Data Specialist as a direct report and facilitate his/her work in developing and maintaining technology systems for data collection and utilization. The Senior MEL Officer position requires strong technical MEL expertise. Success in the roles requires effective communication with PATH’s vertical leads, an ability to build and manage relationships, and strategic thinking.

Specific responsibilities

Establish and enhance MEL standards of practice:

  • Work closely with program leadership to develop standards, best practices, and tools to improve the quality of MEL across the program verticals. This includes standard indicator guidance, analysis guidelines, database standards, monitoring dashboards, and data collection tools.
  • Collaborate with the Lead – Business Performance and other shared services and program leaders to systematically improve the structures, processes and resources that enable application of good MEL practices, including standardization of tools and technology use. This will include development and design of institutional systems to track program progress against indicators and targets.
  • Promote PATH’s global MEL standards through staff training, conducting diagnostics, and developing MEL improvement plans. This will include regular orientation to program, MEL and shared services staff on institutional guidance and standards for M&E and research practices, including, survey instruments, data collection tools, and other tools for process level data collection. 

Support the MEL requirements of PATH’s programs:

  • Lead a team of long-and short-term MEL specialists to provide technical and advisory services in planning, designing, conducting, disseminating, and learning from M&E and other data related to PATH programs in India.
  • Provide technical guidance to program leads and project MEL teams in the development and implementation of the project’s monitoring, evaluation and learning plan, reports, work plans, and required routine reports.
  • Oversee activities to strengthen M&E systems and processes, performance monitoring and evaluation, and learning capabilities of program staff across the suite of PATH’s programs.
  • Represent PATH in discussions with donors, as and when requested by the program team, on the results framework and work-plans and other MEL initiatives.
  • Develop and implement M&E reporting guidelines and systems designed to inform the direction of the projects, including data quality and data use strategies. 

Track and report on performance of PATH in South Asia:

  • Support or lead annual/semi-annual initiatives in the region, including Impact/ Performance
  • Measurement and the program MEL status reports.
  • Responsible for oversight of gathering and evaluating information and ensuring that findings are accurately presented in all internal and external reporting and tracking tools, including effective data visualization. This will include participation in quarterly and annual program review, project deliverables and assessment reports being submitted to donors and PATH headquarters. 

Contribute to generating new programs/ projects:

  • Provide inputs to the Strategy and Business Development team, including reviewing the MEL section of proposals and advising on M&E plans, logical framework, work-plans, and results framework for proposals and concept notes. 

Strengthening institutional capacities for MEL:

  • Support in hiring and onboarding country-level MEL staff and assist the program teams in hiring project-level MEL staff.
  • Support the program teams in hiring competent research agencies for different evaluation studies and supervising data collection, reviewing data quality assurance protocol, data analysis plan and evaluation report.
  • Contribute to the synthesis and dissemination of key results, programmatic lessons learned, and other research outputs of the program, as required by the program teams.
  • Promote knowledge sharing across the South Asia hub and between hubs in the Asia, Middle East and Europe (AMEE) region. 

Required Experience 

Qualification:

  • Master’s level degree in social science discipline, such as population studies, statistics, public health, epidemiology, or a related field, and/or specialized training/certification in monitoring & evaluation. Candidates with PhD will be preferred. 

Work Experience

  • At least 15 years’ experience in the monitoring & evaluation of international development projects, preferably in public health area, like infectious diseases, reproductive, maternal, newborn and child health and nutrition, health systems strengthening, among others.
  • High proficiency with computers, and other software/ platforms related to the position’s field of expertise.
  • Demonstrated experience in performance measurement, indicator selection and monitoring, and data collection/ analysis.
  • Experience managing large M&E databases and conducting timely data analysis and developing reports. SQL database experience preferred.
  • Relevant experience training staff and partners in M&E. 

Skills/ Knowledge

  • Strong skills in developing and utilizing M&E plans, M&E frameworks, results frameworks, logical frameworks, developing data collection tools, Theory of Change, developing research concept notes, or similar tools for project design, monitoring, and evaluation.
  • Strong skills of using statistical software (such as SPSS, STATA, and SAS) and Microsoft Suite (Microsoft Word, Excel, PowerPoint, Access etc.), database management, statistical analysis, survey is preferred.
  • Good experience in working with the G-Suite platform including, Google Drive, Google Calendar, Gmail, Google Sheets, Docs, and Slides is preferred.
  • Excellent communication, coordination, and organizational skills, including the ability to coordinate with multiple stakeholders is required.
  • Strong skills in training design and facilitation.
  • Familiarity of working with an international donor organization/agency/program is strongly preferred.
  • Ability to write clearly, accurately, and concisely in English. Ability to speak and write in one or more local languages is desirable.
  • Ability and willingness to travel up to 25% of the time.
