INTRODUCTION TO THE ROLE

Girls Not Brides is seeking a highly skilled Senior Monitoring, Evaluation, Accountability and Learning for Impact Officer (Senior MEAL for Impact Officer) to support our monitoring, evaluation, accountability and learning processes. This role will lead on MEAL related work with our National Partnerships while providing relevant expertise and technical support to our members. The role will help ensure our partnership engagement work is effective, efficient and impactful – and that we can measure and demonstrate this impact to a range of stakeholders. The role will also support the broader MEAL work across the Secretariat and contribute to reinforce an organisational culture which prioritises impact and quality programming.

Based within the Partnership, Learning and Impact directorate, you will report to the Kenya- based MEAL for Impact Manager and work closely with various other colleagues across all regions. As a global post that will support our work in Africa, Asia, LAC and in the UK, you would need to be willing to work across time zones.

We are looking for someone with experience in the delivery and monitoring of a wide range of complex projects and of working with diverse partners and stakeholders. You will have a proven ability to coordinate, plan, deliver and monitor projects on time and within budget. You will be a confident communicator, with a strong track record of building and maintaining successful partnerships and relationships with key internal and external stakeholders, as well as providing support and advice across an entire organisation, preferably within the voluntary sector and across an international context.

KEY RESPONSIBILITIES

Monitoring, Evaluation, Accountability and Learning for Girls Not Brides’ work with Partnerships

  • Work closely with the MEL for Impact Manager to lead the development and implementation of MEL systems to track impact of Secretariat’s support for National Partnerships and the effectiveness of National Partnerships and coalitions at the national, regional, and global level.
  • In close collaboration with Regional teams and the Partnership team, lead on the design and roll-out of MEAL tools for National and State Partnerships and coalitions (eg. Scorecard, impact log, annual reports, etc.)
  • Support regional teams on planning and design of impactful projects and National Partnership country multi-year plans, developed through co-creation processes with the National partnerships
  • Provide technical guidance and support on planning, monitoring, evaluation, accountability and learning (PMEAL) for unrestricted and restricted projects in support of National partnerships
  • Track progress against specific indicators for National Partnership work, in line with Girls Not Brides’ National Partnership Strategy, and within the Girls Not Brides MEL framework.
  • Directly develop and support the documentation of best practice/lessons learned from National Partnerships in line with co-creation processes and plans– e.g. via case studies, reports, support on evaluations.
  • Help to ensure that National and State Partnerships recipients of financial investment support are learning from each other and sharing information regularly.
  • Develop case studies and stories of change of National and State Partnership and coalitions work.
  • Support Girls Not Brides members to document lessons learned from their work.
  • Work with the Senior Member Engagement Officer on assessing (survey), monitoring and evaluation of (broad offer) member engagement opportunities and ensuring the Girls Not Brides secretariat is accountable to its members. 

Strengthening MEAL capacity of Girls Not Brides’ National Partnerships and Coalitions

  • Work with regional colleagues in Africa, Asia, and Latin America to identify and respond to the priority learning and organisational development needs of National Partnerships and coalitions to maximise the impact of partnership, based on the roll-out of specific tools, including Girls Not Brides’ National Partnership self-assessment scorecard and annual reports.
  • Contribute to strengthen the knowledge, capacities and skills of members and National partnerships on what works to end child marriage, project design, implementation, monitoring and evaluation.
  • Work to ensure Girls Not Brides’ approach to monitoring and evaluating progress of National Partnerships recipients of financial investment support is context specific, but also has appropriate consistency across countries – including in relation to MEL processes, safeguarding, and other due diligence issues.
  • Work with Country focal points to develop, implement, and monitor implementation of co-creation processes and plans. 

Actively contribute to the broader work of the MEAL for Impact team

  • Support on other organisational MEAL functions as requested e.g. developing quarterly, bi-annual and annual reports, conducting project evaluations, updating the MEL tracker, annual work planning and planning for whole team reflections, etc.
  • Promote and support the delivery of an organisational culture which prioritises impact and quality programming.
  • Support the MEAL for Impact Manager and the Director of Partnership, Learning and Impact as needed in delivering our MEAL for Impact work.

External engagement and representation

  • Contribute to Girls Not Brides’ thought leadership by representing the organisation at relevant spaces, conferences, and partnerships
  • Participate in relevant monitoring, evaluation and learning working groups and follow up new emerging MEAL initiatives in the sector.
  • Engage with external accountability and technical standards and related networks.
  • Represent the Girls Not Brides Secretariat in interaction with members and external stakeholders as requested.

PERSON SPECIFICATION

Essential experience

  • Master’s degree in social science, monitoring and evaluation or relevant field, or relevant proven professional experience.
  • Five years’ MEAL experience in the international development sector, preferably with experience in one or more of the following sectors: child marriage, gender equality, education, SRHR, humanitarian settings.
  • Proven experience in strategy planning and program design experience.
  • Proven experience with data collection, qualitative and quantitative analysis, and report writing skills.
  • Experience with Power Bi, KoBo Toolbox or other ODK software is desirable. Experience of statistical and data management software (STATA, SPSS) is an advantage.
  • Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy-in.
  • Experience in designing and implementing capacity enhancement sessions.

  • Technical expertise in evidence-based monitoring and evaluation approaches and practices both for accountability and learning processes.
  • Strong data handling skills, with advanced excel and data analysis and software knowledge.
