**Job Title:** Senior Project Control Associate

**Job Summary:**
The Senior Project Control Associate will support UNHCR’s risk management efforts in India, complementing program management and overseeing projects. Responsibilities include formulating monitoring plans, quality assurance, reviewing partnership agreements, conducting financial audits, ensuring financial and operational performance synchronicity, participating in monitoring activities and reviews, tracking project risk management, and supporting project closure. The role involves guiding and training partners and UNHCR staff on financial management, program, supply, and procedural controls. The incumbent will also serve as UNHCR’s Enterprise Risk Management focal point. This is a General Service position open only to Indian nationals.
**Responsibilities:**
* Review internal control systems of implementing partners.
* Review partnership agreements for conformity with Country Operation Plans and UNHCR rules.
* Maintain complete project records.
* Review, analyze, and verify financial and performance implementing partner reports.
* Ensure funds obligated permit payments and confirm the status of installments.
* Support timely project closure.
* Track project risk management and report major risks.
* Monitor and verify expenditure for direct UNHCR implementation.
* Report significant variances in budget execution, project execution percentage, time schedule, and project quality.
* Maintain professional relationships with implementing partners.
* Stay updated on UNHCR rules, regulations, and procedures.
* Recommend acceptance or non-acceptance of reports and payments.
* Advise on project management and internal control improvements.
* Contact implementing partners for project matters.
* Support risk identification and management, and seize opportunities impacting objectives.
* Perform other related duties as required.
**Experience Required:**
* For G7: 4 years of relevant experience with a High School Diploma; or 2 years of relevant work experience with a Bachelor’s degree or equivalent.
**Essential Skills and Qualifications:**
* Excellent computer skills (MS Office applications).
* Excellent communication skills.
**Desirable Skills and Qualifications:**
* Knowledge of UN financial rules and procedures.
* Understanding of accrual accounting (IPSAS or IFRS).
* Experience with ERP financial modules (PeopleSoft, Oracle, or SAP).
* Qualified auditor experience in the development sector.
* Experience in grants management and compliance.
* Experience or knowledge of program management.
* Project management certificate.
* Experience in risk management.
**Language Requirements:**
Knowledge of English and the UN working language of the duty station (if not English). Knowledge of local languages is desirable.
