India Health Action Trust (IHAT) works towards reducing inequities by developing comprehensive and sustainable programs to improve population health. We work closely with the Government of India and state governments to achieve its public health goals. Our work is focused on areas of prevention and control of HIV and Tuberculosis, in achieving significant improvements in Reproductive Maternal Neonatal and Child Health, improved Nutrition among mothers and children, and strengthening health systems. Our work is aligned with the Sustainable Development Goals.

IHAT has set up multiple Technical Support Units (TSU) for the Governments of Uttar Pradesh, Karnataka, and Delhi and an Innovation Hub in Madhya Pradesh to provide techno-managerial assistance and coordinate with the Governments, Non-Government Agencies, Academic Institutions, and Communities.

About Program:

In Madhya Pradesh, India Health Action Trust in partnership with Nation Health Mission, Government of Madhya Pradesh (NHM-GoMP) and Directorate of Health Services (DHS) instituted an Innovation Hub to support the government with strategic analysis and health system strengthening and is implementing a project in Shahdol district to learn how to improve maternal and neonatal health outcomes among tribal populations, one of the most marginalized groups constituting about 21% of the state’s total population.

Travel Requirements: 40% – 50% travel is expected

Job Summary :

The “Senior Specialist, Public Health” will support the Reproductive Maternal, Newborn, Child Health (RMNCH), Infectious diseases including HIV & TB Programs of Madhya Pradesh in coordination with National Health Mission (NHM) & Directorate of Health Services (DHS) of GoMP. She/he will also be responsible for working closely with the state, district and block teams to identify and close critical gaps in availability, quality and utilization of Health services in tribal areas of Madhya Pradesh.

Key Responsibilities:

Technical Expertise

  • Provide technical expertise at the state and district level to strengthen public health outcomes by identifying and addressing the gaps in service availability, quality and utilization; work with state, district and block health authorities to develop micro-plans to improve health service delivery.
  • Provide technical support to program planning and execution of Staff Nurse/ANM mentoring to improve service provision in the facility and community.
  • Work with local medical colleges to establish a network of mentors and establish processes to facilitate mentoring of doctors and health-care teams in public health facilities
  • Provide support to the Community Level Mentors to build the capacity of frontline workers to improve utilization of RMNCH services in the district.

Project Management:

  • Under the guidance of the State Program Lead, the incumbent will be responsible for ensuring all the programs in the state are implemented as per the agreed project plans.
  • Establish strong partnerships with other development partners to identify synergies for improving service delivery of RMNCH, Infectious Disease including HIV & TB services in the district.
  • Attend and contribute to the Government review meetings at State, District & Block level to ensure that program achievements and challenges are highlighted.
  • Create project reports and briefs for governments, donors and senior leadership as requested.

Program Monitoring

  • Work with M&E teams to establish processes to collect and analyze program data to monitor program (s) progress; validate data and identify areas for strengthening
  • Attend Monthly review meetings, review program indicators; ensure adherence to program plan; support teams to overcome challenges, where necessary
  • Conduct field visits to program Intervention arear (s) to monitor the work of staff members; provide mentoring to close gaps, if any.
  • Build capacity of Health Care Provider /Front Line workers to monitor the progress and ensure that all requisite documentation is being completed.

Work Experience:

  • Minimum 7-10 years’ experience in implementing & managing RMNCH, Infectious Disease including HIV & TB.
  • Previous experience of working with the Government and in Tribal areas (Health) will be an advantage.

Education:

  • Master’s Degree in Community Medicine, Paediatrics, Obstetrics and Gynaecology or any other field with experience of working with public health programs
  • Candidates with Post graduate degree/diploma in Health Management/Public Health/ Hospital Administration.

Key Competencies:

  • Excellent written skills in Hindi/English, in specific use of official Hindi language, as used by the Government.
  • A proven track record of meeting timelines, an ability to prioritize tasks within their work program and strategies for working collectively with the team to deliver products.
  • Demonstrated ability to think strategically, rapidly analyze diverse information from varied sources.
  • Prior work experience in Tribal areas (Health) is an advantage.
  • Must be flexible and able to work in a challenging multicultural environment.
  • Willingness to travel across the state based on project and program requirements.
  • Advanced knowledge in computer skills especially the use of MS office tools.
