**About IHAT:**

 

India Health Action Trust (IHAT) is a non-profit organization dedicated to improving public health initiatives nationally and globally.  IHAT provides comprehensive technical assistance in program planning, management, and monitoring.  Currently, IHAT is establishing a Project Management Unit (PMU) in Bihar to strengthen the Nursing Cadre, partnering with Bihar’s health departments and other stakeholders to improve nursing programs and services.  This initiative is funded in part by the Bill & Melinda Gates Foundation.

 

**Job Summary:**

 

The Specialist – HR Systems Strengthening will work closely with Bihar’s health departments and partners to enhance the quality of nursing professionals. This involves navigating complex policy interactions, collaborating with stakeholders, and developing policy proposals and systems to ensure the long-term sustainability of improvements.  The role requires providing techno-managerial expertise and leading a small team to contribute to quality accreditation and improvement initiatives for nursing and allied healthcare professionals.

 

**Key Responsibilities:**

 

* Advise the Bihar Government on best practices and frameworks for nursing strengthening.

* Identify key systemic gaps hindering optimal functioning of regulatory bodies.

* Develop and support the implementation of interventions related to nursing cadre strengthening.

* Provide expertise to government stakeholders in implementing best practices for high-quality nursing education.

* Support quality accreditation and quality improvement initiatives.

* Build capacity among government stakeholders for sustainability.

* Develop team members to enhance support provided to the Bihar Government.

* Conduct research on best practices from other states and international sources.

* Develop policy proposals through collaboration with internal and external stakeholders.

* Follow up with government officials to ensure timely progress on proposals.

* Establish systems and processes for smooth coordination with stakeholders.

* Perform other duties as assigned by the line manager.

 

 

**Work Experience:**

 

* Minimum 2 years of experience working on government/development/consulting sector projects.

* Strong preference for consulting experience with public health, government, or development sector projects.

* Preferred experience in the education sector with an understanding of competency frameworks.

 

**Education:**

 

* PGDM/MBA or MA in Public Policy or equivalent degree.

 

**Key Competencies:**

 

* **Behavioral:** Collaboration, liaison with senior government officials, influencing and negotiation.

* **Functional:** Advanced MS Excel skills for data analysis, excellent written and verbal communication, basic project management.

* **Domain:** Basic understanding of Human Resource Management.

 

 

**Reporting to:** Team Leader, HR Systems Strengthening

 

**Travel Requirements:** As per program requirements.
