About IHAT:

India Health Action Trust (IHAT) aims at improving public health initiatives by supporting programs nationally and globally through providing comprehensive technical assistance in program planning, management and monitoring. Pursuant to the Memorandum of Cooperation between the GoUP and the Bill & Melinda Gates Foundation, IHAT set up a Technical Support Unit (TSU) in 2013 to provide techno-managerial support to the Government of Uttar Pradesh (GoUP) to improve utilization, coverage and quality of key reproductive, maternal, new-born, child health and nutrition (RMNCHN) interventions and services in the state. The TSU has been set up from the funding support of Bill & Melinda Gate Foundation (BMGF) through the University of Manitoba (UOM), Canada.

About Program:

The Uttar Pradesh Technical Support Unit (UPTSU) provides integrated Technical Assistance (TA) to the government of Uttar Pradesh (GoUP), which focuses on accelerating progress in reproductive, maternal, new-born and child health, and nutrition (RMNCHN). UPTSU works closely with the GoUP at the state, district and local levels to optimize RMNCHN programs and services. The technical assistance provided by UPTSU is integrated within the GoUP’s health system response for scale-up and sustainability. UPTSU focuses on interventions to improve outcomes in Family Planning, Maternal and New-born Health, and Nutrition, along with Routine Immunization, Digital Health, and other initiatives.

Job Summary :

The primary responsibility of this position will be to take the lead in analysing the data to identify programmatic gaps and help make suitable evidence-based decisions. S/He will be also responsible for strengthening of the government data system in terms of data quality and use for decision making, and monitoring of TSU/GoUP designed survey to ensure availability of quality data for analysis. S/He will also be responsible for liaisoning with government officials and other stakeholders for various purposes.

Key Responsibilities:

Key Deliverables expected from the Job Role:

  • Conduct data analysis of different health related data and also build capacity of the state/divisional/district government officials to establish and implement data based review system at all level of health department
  • Establish different platforms, mechanisms to strengthen data quality of government data system HMIS, UPHMIS,RCH and unitize system and build capacity of the divisional/districts in data quality analysis and corrective actions. Implement data quality assurance mechanism
  • Design and conduct data quality and data use assesment of government data system
  • Conduct regular field visits to provide technical support for strengthening of data quality and data use to district and block level officials
  • Design capacity building plan and conduct training and mentoring to TSU teams and government officials on M & E concep , approach, data analysis  and implementation
  • Develop the M& E framework and concept note as per the requirement of internal and external program implementation
  • Document best practices, flyers, reports and PPT for publication and dissemination

Key Inputs expected from the Job Role:

  • Understand the functional and technical requirements from the different departments of health( DGMH/DGFW/NHM) and other involved stakeholders for implementation of programme and preparation of quality and standard concept document, design documents, process flow document, implementation and review frame-work, guidelines, protocol and user manuals, dashboard towards the requirements
  • Liaison with senior officers of the Government / Ministry to operationalize and integrate the analytical framework for strengthening of review system by using existing systems such as HMIS/UPHMIS/RCH/DVDMS/HRMS etc
  • Collaborate with program managers and project coordinators in the preparation of routine progress reports with results
  • Support to monitoring and review of implementation of activities carry out at district/division level
  • collabrate with partner organizations like Unicef, CEL, Sambodhi, JHU, Jhepiego and others for various data and analytical excahanges and discussion.
  • interact with Donor- BMGF as and when required for various data analysis and dessimination.
  • Support to produce the research papers based on available data

Work Experience:

Essential experience:

  • At least 5-years’ experience in health sector specifically in monitoring and evaluation or 3 Year
  • Experience with PhD in demography/Statistics/public health/ health management
  • Demonstrated management of government data system, surveys and liaison with government.

Preferred experience:

  • Demonstrated management of government data system, surveys and liaison with government

Education:

Required Qualification:

Masters/PhD in demography/Statistics/public health/ health management.

Preferred Qualification

Masters/PHD in demography/Statistics

  • Knowledge of survey design and research methodologies (Quant/Qual)
