India HIV/AIDS Alliance (Alliance India) is a diverse partnership of like-minded organisations/communities committed towards sustained responses to HIV and allied issues in India. Through capacity building, knowledge sharing, technical support and advocacy, we complement the Indian national programme. With our extensive network of partners, we seamlessly implement our effective, innovative, communitybased programmes to the HIV-affected key populations.
Alongside direct project implementation, Alliance India also partners with NGOs and CBOs to support efforts that would sustainably impact HIV. With the core principle of Community First, we work to ensure that vulnerable and marginalised people are meaningfully roped in all aspects of our response. These communities include sex workers, men who have sex with men, people who inject drugs, transgender individuals, Children and adolescents and people living with HIV. The realms of our work are care, support & treatment, prevention, sexuality, gender & rights. Learnings from our success stories are ploughed back into our programmes and policies. We abide by quality and accountability in our interventions, technical support, and grant management.
Job Description
Based at our northeast regional office located in Guwahati, the State Data manager will be responsible to undertake all data monitoring, evaluation, analysis and reporting-related tasks under the assigned programme. The person will work closely with the national and state-level programmes team members of Alliance India and our sub-sub recipient organisations in the northeast region. The person will support the team in data validation activities from the field and also capacitate the subsub-recipients (SSR) in data collection, its entry and initial level analysis and reporting. The position will be located in Guwahati, Assam.
Job Responsibilities
- The Data Manager will primarily manage the data collection at the field level and its analysis based on the agreed framework.
- Responsible for contributing to the implementation of effective monitoring, review, and evaluation strategies and activities for the program against agreed project deliverables
- Compile the data received from various SSR partners in the required reporting format, ensuring the quality of data submitted, which includes monthly, quarterly and annual reports and review and re-planning reports, workshop reports, etc.
- Provide timely feedback on program reports and other documents relating to the program and partner NGOs.
- Work with other Program team members to liaise with SSRs in finalising and submitting programme and other reports adhering to its timelines, for internal and external use.
- Provide handholding support to the team members responsible for data collection and compiling in an ongoing basis.
- Review the impact of advocacy initiatives, etc, at the State level and provide information to the national team for documenting the best practices to enhance the visibility of the program.
- Maintain up-to-date, accurate records on all program activities and lead partners.
- Support in program implementation and budgets with SSR partners/CSCs.
- Organise orientation for the newly joined team members and facilitate refresher training for team members on data collection, entry, quality adherence, and its initial level analysis for reporting.
- Support assessment processes within respective SR and reporting SSRs.
- Support the development of capacity-building plans for needs identified, especially in monitoring and evaluation.
- Provide support to the delivery of the capacity-building program to SSRs.
- Monitor, review, and evaluate the progress and impact of the capacity-building program.
- Participate in the planning and implementation of the Programme work plan.

Education Qualification/Required Skills & Experience
- Bachelor’s degree (Honours level) in any stream
- Post Graduation in social sciences, statistics, or demography in health or development field (or equivalent) will be an added advantage.
Experience:
- 3 to 4 years’ hands-on experience working in data management at the district/state levels.
- Experience working in the Health domain, especially in HIV/AIDS programming will be an added advantage.
- Proven experience in advance level Excel
- Experience in data analysis using statistical analysis applications will be an added advantage
Personal qualities/skills:
- Confident and well-organised self-starter who can work effectively.
- Excellent analytical, writing, and verbal communication skills.
- Experience in extending handholding/capacity-building support to grass root level NGOs in relevant area of work.
- Excellent interpersonal skills with a demonstrated ability to use judgment, initiative, tact, and discretion as appropriate.
- Excellent coordination skills.
- Ability to work effectively in teams as well as independently.
- Ability and willingness to undertake extensive travel within the responsible state(s)
- Fluent in English and Hindi. Knowledge of regional language(s) will be an added advantage.
