PATH is collaborating with the Public Health Department of Maharashtra to strengthen the comprehensive management of sickle cell disease. This initiative involves delivering technical assistance at the state level, with targeted interventions specifically in Nandurbar and Gadchiroli districts for a duration of two years.

PATH is currently seeking a State Technical Officer- Sickle Cell Disease (STO-SCD) on Third Party Payroll- (Randstad) based out of Mumbai, Maharashtra. The STO-SCD should be a skilled and enthusiastic public health professional, reporting to the State Lead, Maharashtra and working closely with the Public Health Department. The ideal candidate should have thorough understanding of public health programs on blood disorders in India and capable of coordinating multiple activities in coordination with Public Health Department. He/she will contribute to improve the functioning of health workforce, identify challenges and priorities, and efficiently use available resources to meet and contribute to the strengthening of project on sickle cell disease.

Roles and Responsibilities:

  • Steering the Sickle Cell Disease project and supervise the district and state level staff posted under the project to carry out the activities.
  • Lead the Technical Assistance (TA) support to the State Sickle Cell Disease division in planning and executing the operational plan for sickle cell disease interventions aligned with National Sickle Cell Anaemia Elimination Mission.
  • TA for developing knowledge products such as Standard treatment protocols, planning templates and training resource material for capacity building under the project.
  • Periodic regular monitoring for enhancing the roll out and uptake of the National Sickle Cell application launched under the National Sickle Cell Anaemia Elimination Mission.
  • TA for conducting gap assessment of available diagnostics and drugs to identify bottlenecks in availability and supply followed by concerted efforts to streamline supply chains in liaison with state level officials.
  • Coordinating with stakeholders and state level administration for introducing innovations in the point of care diagnostics tests for Sickle Cell.
  • Guide the State Program Coordinator for preparing monthly/quarterly monitoring reports in prescribed format for the tracking of the progress. 
  • TA to state level authorities in making annual budget plans (Program Implementation Plan) and proposals.
  • TA at state level for formulate the Continuum of Care models to strengthen referral linkages across spectrum of facilities for assured delivery of care for Sickle cell disease.
  • TA for creating patient support groups and patient support systems for creating a robust system for seamless forward and backward referral linkages for continuous, longitudinal, and quality care for sustainability of the program.
  • Day to day liaison with state level administration for smooth implementation of the program as well as interdepartmental coordination. 

Required Skills and Experience:

  • Qualification: MBBS, MD (paediatrics/ PSM/ Community Medicine) or MBBS with the Master in Public Health/ Master in Healthcare Management from recognized university.
  • Minimum 7 years of experience of experience in public health sector focusing on planning and implementation of public health programs.
  • Strong technical knowledge and proficiency in developing technical documents and resource materials like SOPs, standard treatment guidelines, training modules etc.
  • Excellent written and oral communication skills with fluency in English and Marathi
  • Ability to develop productive working relationships with other agencies, stakeholders and other organizations including government counterparts at state and district level
  • Must be a self-starter and committed to performing their duties with minimal direct and day-to-day supervision.
  • Management skills, ability to create synergies, interpersonal skills and prior experience of managing a team
  • Experience of working on sickle cell/blood disorders is desirable.
  • Prior work experience with district or state government or other INGOs is preferred.
  • Deep understanding of the National Health Mission, National Sickle Cell Anaemia Elimination Mission and other related public health programs.
  • Strong collaboration skills and ability to work in cross-functional teams. 

Travel: The position requires undertaking frequent visits to intervention districts and other districts of the state as per the requirement to ensure timely completion of project activities in the state.
