About IHAT:

India Health Action Trust (IHAT) works towards reducing inequities by developing comprehensive and sustainable programs to improve population health. Aligned with Sustainable Development Goals, IHAT works closely with the Government of India and state governments to achieve public health goals. IHAT’s work is focused in areas of prevention and control of HIV and Tuberculosis, in achieving significant improvements in Reproductive, Maternal, Neonatal and Child Health, improved Nutrition among mothers and children, and strengthening health systems.

About Program:

IHAT has been implementing the World Bank and Government of India funded Tuberculosis State Technical Support Unit (TB STSU) in the state of Uttar Pradesh. The TB STSU’s mandate is to strengthen the State’s capacity to enhance private sector engagement, strengthen health systems, Direct Benefit Transfer and inter-sectoral engagement for TB. More recently IHAT was awarded a project on “Diagnostic Network Optimization” (DNO) from the Bill and Melinda Gates Foundation (BMGF). The project is of three years duration, beginning on 1st December 2023. The key outcomes expected from this project are enhanced Presumptive TB Examination Rate, enhanced access and utilisation of molecular WHO Recommended Diagnostics, both for public and private sector patients, and uptake of newer indigenous low-cost molecular tests emerging from national level validation.

Job Summary :

Support GoUP in designing contract, budgeting, costing, procurement, and supply chain operations to ensure timely availability of TB commodities at point of use

Key Responsibilities:

• Monitoring the Procurement Request Form vs. the Approved Budget allocated for the Projects and ensure that the Down-stream Contracts are issued within budget;

• Manage supply chain of TB Commodities to ensure availability of the same at point of use

• Ensures the legality of contracts and their proper commissioning;

• Helping GoUP Managing the entire contracting life-cycle process in accordance with organizational / CTD guidelines and in a timely fashion;

• Coordinate with State TB Cell responsible for procurement on a regular basis and provide support in procurement process/contracts prepared by the state /districts.

• Support and supervise the procurement functions of the state TB Cell/ Districts to provide complete integrity and transparency.

• Perform periodic review of the procurement files and records maintained under different contracts of PPSA.

• Support State TB Cell in managing Down-stream Contracts (district level) – development of Contracts, managing Suppliers, documentation and MIS, ensuring timely reports from Suppliers, etc.

Work Experience:

• At least 3 years of relevant experience in doing procurement and/or strategic purchasing and/or supply chain management at State or National Level for health departments/NHM, for both goods & services

• Expertise in Project Management, Supply Chain Management will be preferred


Master’s in finance /Management/ PGDM (2Years, Full Time-AICTE approved) /Commerce/ Economics

Key Competencies:

• The candidate must either carried out the entire process of a procurement life-cycle in individual capacity or must have led a team which may have done that; experience with services procurement is a must

• The candidate should have knowledge of supply chain functions (Warehousing, Inventory and Transport planning etc. ) specially for TB commodities.

• The candidate must possess technical knowledge on TB issue and excellent reporting and analysis abilities, capacity to communicate with various players at different levels and an ability to negotiate in a multicultural environment.

• S/He should be familiar with techniques of monitoring and evaluation of large programs.

• The suitable candidate should be familiar with the organization and functions of the State and local public health systems

• S/He will possess good team work abilities and the ability to work well in an interdisciplinary team.

• Candidate should be proficient in the use of computers

• Previous experience in the state is desirable

• Ability to work independently on complex projects and proactively manage projects with minimal supervision.

• Strong experience in and understanding of working with government counterparts at various levels

• Proficient at prioritizing tasks & deliverables

• Excellent oral and written communication skills in English and working knowledge of local language in Uttar Pradesh is mandatory.
