All human development and human rights issues involve gender dimensions. UN Women globally focuses on key priority areas that are fundamental to women’s equality, and that can unlock progress across the board. UN Women’s priority areas include increasing women’s leadership and participation in political spaces, ending violence against women, enhancing women’s economic empowerment, engaging in all aspects of women peace and security processes, making gender equality central to national planning and budgeting through Gender Responsive Budgeting (GRB) and advancing gender in intergovernmental processes.
UN Women’s work on ending violence against women focuses on advocacy for, and support to, women and girls’ access to quality, multi-sectoral services essential for their safety, protection, and recovery, especially for those who already suffer multiple forms of discrimination. UN Women partners with the Government of India and State Governments, UN agencies, civil society organizations and other institutions to find ways to prevent violence against women and girls. Prevention is still the most cost-effective, long-term way to stop violence.
As part of UN Women’s comprehensive approach, the team also work with partners to enhance data collection and analysis to provide a better understanding of the nature, magnitude, and consequences of violence against women and girls.
UN Women’s India Country Office, based in New Delhi is implementing a project with the objective of strengthening and mainstreaming gender within policies and programs, especially related to safety, and mobility, focused on two key policies (i) Smart and Safe cities, (ii) One Stop Centres for addressing violence against women.
Within this context, UN Women seeks the services of a Technical Consultant – Ending Violence Against Women in Goa reporting to the Programme Specialist – Ending Violence Against Women and working closely with the nodal official in Department of Women and Child Department, Goa, the Consultant will be responsible for support smooth management including implementation, monitoring and evaluations of the project in the state of Goa.
Duties and Responsibilities
Under the overall guidance and supervision of Programme Specialist – Ending Violence Against Women (EVAW), the Technical Consultant – EVAW will work with the Project team to ensure that the project produces the results in the State to the required standards of quality and within the given time and cost specifications. The Consultant will have the following tasks:
Contribute technically to the development of programme implementation strategies for the EVAW related component for the Project:
- Provide substantive inputs to the implementation plan, annual workplan and budget for the project;
- Identify areas for support and intervention related to the project;
- Lead the work for strengthening of OSCs in the state through evidence-informed policy engagement and strengthening of guidelines impacting;
- Provide post training support by analysing pre and post training questionnaires, analyse data preparing training reports;
- Lead the process to develop a comprehensive strategy in consultation with concerned departments on inducting and retaining women in law enforcement agencies focusing on the review of benefits, preferential housing allocation for women personnel, gender-sensitive infrastructure like toilets, changing rooms, restrooms, streetlights, and zero tolerance towards sexual harassment at workplace;
- Provide support to the Department of Women and Child Department, Goa to co-develop a Safe Tourism programme;
- Lead the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of implementing partners;
- Review, coordinate and monitor the submission of implementing partner financial and narrative reports;
- Regular coordination with the Programme Specialist (EVAW) and the EVAW Programme team;
- Lead other related tasks for the project;
- Train partners on Results Based Management and monitor implementation.
Implementing of processes and documentation:
- Document and track innovative strategies/best practices/new approaches;
- Document good practices and updates from the programme, for website and quarterly reporting;
- Ensure the implementation of the programme aligned to the programme strategy;
- Review and adopt new approaches as applicable.
Research and analysis:
- Research best practices and pose new, more effective ways of doing things;
- Build and support the development of knowledge resources on SGBV: prevention and response including but not limited to resource kits/tool kits, information booklets; technology enabled interactive audio-visual tools and posts on social media for a multi-stakeholder audience;
- Build collective evidence on existing policies and frameworks to build capacity-building audiovisual modules for frontline workers at the community level (AWW, gram panchayat, members of Mahila Samities, SHG, ASHA, teachers), officials from law enforcement agencies and volunteers on restorative practices for rebuilding the agency of survivor;
- Maintain a record of meetings and official communication with the Department of Women and Child Development, Goa and other project partners.
Support the preparation of information for advocacy:
- Identify relevant information for advocacy with multiple and varied stakeholders and partners;
- Provide policy advice and technical support to Government functionaries, law enforcement agencies and individual stakeholders;
- Build an online repository of knowledge resources and meeting records.
- Any other tasks assigned by the Supervisor.
Key Deliverables:
- Effective implementation of the project in coordination with Department of Women and Child Development, Goa.
- Effective strengthening of OSCs in the state through evidence-informed policy engagement.
- Knowledge products for the project.
- Substantive positioning of EVAW in government policies and development of comprehensive strategy.

Required Skills and Experience
Education:
Master’s Degree or equivalent in Social Sciences/Economics/Social Work /Gender Studies/Public Administration/Policy or related fields.
Experience:
- At least 7 years of experience in programme management and implementation, research and trainings related to gender issues and women empowerment is required.
- At least 2 years of experience of working on EVAW directly with national/ state governments is preferable.
- Wider sectoral expertise for dealing with gender issues as well as experience of training content and government capacity building is desirable.
Language Requirements:
- Proficiency in English;
- Good command over Hindi in reading and writing.
