## Program Officer – Digital PHC – Mumbai

**About the Project**
PATH is actively seeking a Program Officer – Digital PHC to join our team in Mumbai, Maharashtra, on a Third Party Payroll (Randstad) basis. This role will be instrumental in supporting the state of Maharashtra in digitizing primary level of care and health service delivery in select districts.
The project aims to:
* Demonstrate end-to-end digitization in healthcare.
* Develop a digital saturation model at the district level.
* Leverage fit-for-purpose digital solutions to improve reproductive, maternal, and child health service delivery indicators.
* Create a digitally competent health workforce.
* Enhance access to health and systems-level data for resource planning and management.
* Enable the creation of longitudinal health records for patients.
* Foster interoperability of digital systems across healthcare facilities.
Ultimately, this project will drive data-driven decision-making, leading to improved access and service coverage, citizen empowerment, quality care, and enhanced healthcare provider accountability.
**Responsibilities**
* Manage project teams and stakeholders at the district and block levels.
* Build collaborative relationships with state, district, and block level stakeholders.
* Coordinate and participate in state planning and review meetings.
* Work closely with senior state and district officials for technical assistance support.
* Conduct gap assessments for digital health and support the development of a State Digital Health Roadmap.
* Plan project activities in coordination with the PATH Delhi team.
* Supervise and facilitate capacity building activities for state and district officials, Medical Officers, ASHAs, ANMs, and others.
* Support the finalization of IEC-BCC plans and translations, where required.
* Implement Comprehensive Primary Health Care applications, other digital health solutions, and conduct UAT.
* Track and escalate day-to-day project issues.
* Accelerate and monitor the adoption of ABDM by stakeholders.
* Track, monitor, and review field activities and field observations for project reports.
* Lead documentation of project activities and updates.
* Track and manage project activities and deliverables to achieve agreed-upon outcomes.
* Develop mitigation strategies to manage project interdependencies.
* Liaise with state and district level administration for smooth program implementation and interdepartmental coordination.
* Travel to project sites for implementation and supervision of project activities.
* Undertake other assigned tasks.
**Qualifications & Experience**
* Minimum of 6-8 years of experience and demonstrated skills in public health program management (experience in digital health projects preferred).
* Master’s degree in Management or Public Health from a reputable graduate school.
* Demonstrated experience working with state and district level government health departments, preferably in Maharashtra.
* Technical knowledge and field experience of planning and implementing public health programs, particularly RMNCH and health systems strengthening in Maharashtra.
* Familiarity with the Indian public health system, flagship initiatives in the health sector, and relevant government policies/strategies (NHM, Ayushman Bharat Health & Wellness Centers, ABDM, National Health Programs, etc.).
* Demonstrated experience in leading people and projects strategically and operationally.
* Proven ability to multi-task and collaborate effectively with senior staff, colleagues, donors, partner organizations, stakeholders, local institutions, and others at all levels.
* Strong analytical, communication, presentation, and report writing skills.
* Excellent skills in facilitation, team building, and coordination.
* Demonstrated ability to multi-task and thrive in fast-paced, high-pressure situations.
* Excellent command over MS Office applications, especially MS Word, MS Excel, and MS PowerPoint.
* Fluency in English, Hindi, and Marathi is essential.
* Extremely detail-oriented, with the ability to communicate effectively.
* Strong interpersonal and organizational skills.
* Demonstrated ability to work effectively in a multi-site organization and a team-based structure.
* Proven effectiveness working in a team-based environment but capable of working independently.
* Ability to develop productive working relationships with other agencies, stakeholders, and organizations, including government counterparts at the state and district level.
