**Job Description: Lead, Data Analyst and Evaluator**
**Location:** New Delhi, India
**Experience Required:** Minimum of 8 years in monitoring & evaluation, government system strengthening, or program implementation. Prior experience in Foundational Literacy and Numeracy (FLN) programs is highly desirable.

**Position Overview:**
The Lead, Data Analyst and Evaluator will be part of the Research, Monitoring & Evaluation (RM&E) Unit at the New Delhi office. Reporting to the Manager, RM&E, this role involves providing strategic and technical support to strengthen government-led monitoring and evaluation systems. The position requires collaboration with state-level teams, government departments, and partners to enhance data systems, assessments, and evidence-informed decision-making.
**Key Responsibilities:**
– Provide strategic guidance to state RM&E teams in strengthening government-led monitoring systems.
– Refine program log frames, indicators, and results frameworks aligned with organizational goals.
– Review and offer technical oversight on the design and implementation of government-led assessments.
– Mentor state RM&E team members and build their technical and analytical capacities.
– Ensure data quality through regular checks, validation exercises, and field support visits.
– Collaborate with government departments, especially in the education sector, to strengthen monitoring systems.
– Lead consolidation, synthesis, and presentation of key RM&E findings for internal leadership, donors, and government partners.
**Qualifications:**
– Postgraduate degree in Economics, Public Policy, Education, Development Studies, Statistics, or a related field.
– Strong conceptual understanding and hands-on experience in data analysis, systems thinking, monitoring frameworks, and assessment design.
– Proficiency in tools such as MS Excel, Power BI, SurveyCTO; experience with statistical analysis tools like STATA is an added advantage.
– Excellent writing, articulation, and documentation skills to produce high-quality reports and presentations.
