Senior Program Manager / Program Manager, Policy and Analytical Communication
Position Summary
Within CEGIS, the Policy and Analytical Communication (PAC) team’s role is to help shape the organization’s reform agenda and then communicate these ideas eloquently to governments, partners and the general public.
Specifically, this will, among other things, entail:
- Working with state governments (Telangana initially) to draft State Economic Surveys which capture major reform ideas and key sector outcomes within states (as an example, see the 2021 Telangana Socio-Economic Outlook)
- Generating other public goods — either independently or in partnership with CEGIS teams/ partners — to ensure greater salience of CEGIS’s mission and secure buy-in for CEGIS’s key reform ideas
The Senior Program Manager/Program Manager – PAC will play an important role in refining and executing the CEGIS vision. The role will involve collaboration with other CEGIS verticals (Outcome Measurement; Personnel Management; and Strategic Budgeting) and state government teams. Initially, the role will be focused on supporting the Government of Telangana and will report into the Telangana State Lead. However, as CEGIS expands into new states, the role will grow and report to the CEGIS President who oversees all of CEGIS’s operations.
Role and Responsibilities
The key responsibilities of the Senior Program Manager/Program Manager include:
Policy Communications
- Drafting/editing policy briefs and op-ed articles showcasing CEGIS’s ideas and work
- Analyzing data or drafting short notes in response to government requests
- Creating content for the CEGIS website
- Maintaining systems and processes to ensure that all CEGIS publications meet the high standards governments expect from CEGIS
Economic Survey publication
- Work with state governments to capture insights and data to include in the annual economic survey
- Draft and edit chapters in the survey
Partnerships and Strategic Engagements
- Preparing tailored content for different organizations in the space (e.g. NITI, Finance Commissions, foundations etc.)
- Organising various CEGIS events and other events to further the strategic agenda of CEGIS
Desired Qualifications, Skills and Abilities
Education and Experience
- Master’s degree or equivalent in literature, economics, public policy, social science or related fields from a reputed institution
- 5 to 7 years (for Program Manager) or 8 to 10 years experience (for Senior Program Manager) of drafting and editing content in the policy/development context
Skills and Traits
- Fluency in English required
- Some knowledge of Telugu (preferred but not required)
- Exceptional writing and communication skills (ability to communicate complex ideas in a meaningful way and across different audiences) within and outside the organization
- An analytical bent of mind, with experience handling and analyzing large, messy datasets
- Ability to build strong relationships, ideally based on experience of working with Indian state governments
- Versatility to be comfortable taking on different projects and quickly dive into new fields
- Ability to work under pressure by handling competing priorities, plan timelines and meet deadlines, maintaining attention to detail and delivering high-quality outputs
- Passion for improving the effectiveness of Indian States, and alignment with CEGIS’s theory of change/ impact
- Ability to collaborate and actively listen to others, understanding and valuing others’ views
- Operating style suited to working independently and in a small-organization setting, where teamwork and resourcefulness are highly valued
Location and Compensation
This role is suitable for Hyderabad ideally (but remote work, within India, is also an option). Remuneration will be competitive with Indian philanthropy and social sector pay scales and will depend on the candidate’s experience levels.
