About Program:

The Uttar Pradesh Technical Support Unit (UP TSU) was formed in 2003 to provide techno-managerial support to the Government of Uttar Pradesh (GoUP) pursuant to the Memorandum of Cooperation between the GoUP and the Bill & Melinda Gates Foundation. The University of Manitoba (UoM) leads the program and has partnered with IHAT to support the government in strengthening its Reproductive, Maternal, New-born and Child Health (RMNCH) and Nutrition programs.

IHAT invites applications for the following position from competent and committed development professionals who are seeking meaningful and challenging assignments in Technical Support Unit of Uttar Pradesh.

Job Summary :

We are looking for an experienced Admin Officer – Procurement to manage the company’s supply of products and services. Admin Officer – Procurement responsibilities include strategizing to find cost-effective deals and supplier and to discover the best ways to cut procurement expenses and get the quality deal.

Key Responsibilities:

  • Initiating the whole spectrum of Procurement Process –Identifying vendors, Finalization of Technical Specifications with the Technical Teams, Floating of RFQs/RFPs, Leading the process of bid opening, Ensuring techno-finance specification adherences, Vendor Negotiations, Customized SLAs, Comparison Tables, Release of the PO and ensuring on time delivery of the Goods and/or services.
  • Discovering cost-effective suppliers, negotiating with external vendors to secure advantageous terms and initiate procurement partnerships
  • Prepare procurement tracker & submit monthly procurement report with procurement plan for all activities, monthly progress
  • Responsible for supporting Program Units in identifying Procurement Needs, Preparation of Procurement Plans, and Procurement Budgets.
  • Ensure the procurement policies of the organisation are followed at all levels.
  • Reviewing existing contracts with suppliers and vendors to ensure on-going feasibility.
  • Control spend and build a culture of long-term saving on procurement costs

Work Experience:

·       Minimum 5 years of experience in procurement and administration of an organization

·       Previous experience in NGOs/Social Sector preferred.


·       Master’s Degree in any field.

  • Proven working experience in procurement function.
  • Talent in negotiations and networking
  • Good knowledge of supplier or third party management software
  • Aptitude in decision-making and working with numbers
  • In-depth knowledge of preparing and reviewing contracts, invoicing, and negotiation terms.
  • Proficient in Microsoft Office Suite (Word, Excel, Outlook).
  • Multi-tasking and time-management skills, with the ability to prioritize tasks.
  • Highly organized and detail-oriented.
  • Managing Ambiguity in Inter and Intra Teams
  • Respect for confidentiality
