India Health Action Trust (IHAT), established in 2003, is a charitable trust dedicated to improving the lives of vulnerable and marginalized populations by addressing health and social inequities.  IHAT collaborates with the Government of India and various state governments, including Uttar Pradesh, to develop and implement sustainable programs focused on HIV/AIDS prevention and control, tuberculosis control, reproductive, maternal, neonatal, and child health (RMNCH), improved nutrition, and health systems strengthening.  The organization utilizes program science to optimize and scale public health programs in partnership with governments and communities.

 

**About the Program:**

 

The Uttar Pradesh Technical Support Unit (UPTSU) provides integrated technical assistance to the Uttar Pradesh government, focusing on accelerating progress in RMNCH and nutrition.  UPTSU works closely with the government at various levels to optimize programs and services, integrating its assistance within the existing health system for sustainability and scale-up.  Key areas of focus include family planning, maternal and newborn health, nutrition, routine immunization, and digital health.

 

**Job Summary:**

 

The Contract Management Associate/Specialist will support the Director, Health System Strengthening in managing procurement and contracts within the health and nutrition sector in Uttar Pradesh. This involves working with the Department of Medical Health & FW, Department of Women & Child Development, and Department of Medical Education.

 

**Key Responsibilities:**

 

* Lead in drafting Expressions of Interest (EOIs), Terms of Reference (TORs), Requests for Proposals (RFPs), bidding documents, and proposal/bid evaluations for procurement of consultancy and non-consultancy services, and goods.

* Review and manage technical, commercial, and legal aspects of procurement, consulting with relevant teams as needed.

* Oversee the lifecycle of Public-Private Partnership (PPP) contracts, including drafting, negotiation, execution, monitoring, and dispute resolution.

* Manage contracts of technical assistance providers/agencies.

* Provide technical support in structuring and drafting comprehensive PPP contracts.

* Manage PPP contract implementation, track milestones, and ensure timely delivery of deliverables.

* Monitor private partner performance against KPIs.

* Support onboarding and project management of PPPs/contracts.

* Conduct gap assessments of government bid and contract management processes.

* Identify and mitigate potential risks.

* Coordinate with procurement divisions of various stakeholders.

* Guide stakeholders on procurement and contract management policies and activities.

* Maintain a procurement tracker.

* Provide technical support in preparing EOIs and RFPs/RFQs.

* Build capacity within the government system, including handholding support on bid and contract management.

* Verify invoices and related documents for payment recommendations.

* Perform other relevant procurement tasks as assigned.

 

**Work Experience:**

 

Minimum 1-2 years of professional experience in public procurement, particularly in preparing EOIs, Notices Inviting Tender, RFPs, and bidding documents for consultancy, non-consultancy services, and goods.  Preference will be given to candidates with more experience in public procurement, contract management, and PPPs.

 

**Education:**

 

Required: Graduate degree from a recognized university.

Preferred: MBA or equivalent, or certification in PPP/Public Procurement/Contract Management.

 

**Key Competencies:**

 

* Familiarity with Uttar Pradesh and Indian government procurement processes.

* Knowledge of GFR 2017, the Manual for procurement of goods, services & non-consulting services-GoI, and GeM.

* Self-driven, proactive, and responsive.

* Working knowledge of basic office software.

* Ability to manage complex projects independently.

* Excellent interpersonal and communication skills in English and Hindi.

* Strong written and oral communication and presentation skills.

* Ability to write analytical reports.

 

**Travel Requirements:** 10% travel required.
