**Job Description: Chief Operating Officer (COO)**

The Centre for Effective Governance of Indian States (CEGIS), pronounced See-Jis, is a non-profit organization dedicated to improving governance in India by helping state governments deliver better development outcomes. CEGIS operates on four key pillars: outcome measurement, personnel management, strategic public finance, and state-market interfaces. The organization partners with state governments across India to enhance their capacity through evidence-based solutions and iterative cycles of implementation.
CEGIS works closely with state governments to improve governance by focusing on areas such as data collection, budgeting, human resource management, and policy formulation. The organization has gained significant momentum in building strong collaborations with government entities, supported by a diverse range of philanthropic partners.
**Key Responsibilities:**
– Partner with the CEO to translate organizational strategy into operational plans.
– Ensure effective change management, organizational efficiency, and financial sustainability.
– Oversee day-to-day operations and streamline workflows to enhance productivity.
– Develop frameworks and scalable models to support governance reforms across states.
– Manage resource allocation, including human, technological, and financial resources.
– Strengthen relationships with key partners, including state governments and philanthropic funders.
**Key Qualifications:**
– Master’s degree with over 18 years of professional experience, preferably in management consulting from a top-tier firm.
– Proven track record of operational leadership in complex, multi-stakeholder environments.
– Strong understanding of governance, public finance, or capacity-building in Indian states is desirable.
– Exceptional relationship-building and influencing skills across diverse stakeholder groups.
**Compensation:**
Remuneration will be competitive with Indian philanthropy and social sector pay scales, depending on the candidate’s experience level.
This role requires a strategic thinker with strong execution skills and the ability to drive change in multidisciplinary teams across diverse geographies. The COO will play a critical role in enabling CEGIS to scale its programmes and foster a culture of innovation and collaboration.
