## Data Analyst – Mizoram

**About the Project**
The Expand ELEVATE (Engaging Local Experts in Validating and Analyzing TB-data to End TB) is a CDC (Centers for Diseases Control and Prevention) supported project managed by PATH under the guidance of the CTD (Central Tuberculosis Division). The project strengthens the NTEP (National Tuberculosis Elimination Program)’s ability to rely on its data and undertake data analysis to support TB elimination activities at local levels.
**Job Description**
This position is based at the State Tuberculosis Cell in Mizoram and reports to the Program Manager, PATH, under the guidance of the State Tuberculosis Officer, Mizoram. The Data Analyst will be responsible for facilitating project planning and implementation, overseeing data quality and analysis activities, and supporting the development of reports for the project.
**Specific Responsibilities:**
* Work in close coordination with the PATH Data Analyst at CTD, NTEP state teams, and other stakeholders.
* Build rapport with state, district, and sub-district teams, medical colleges, etc., for planning and implementing project interventions.
* Conduct need assessments for data analytics training for health staff.
* Support the state and district in planning and implementing capacity building initiatives on data quality improvement and data analytics.
* Promote the concept of data champions by empowering state/district health staff as experts in data analytics and cultivating their leadership skills.
* Analyze key program indicators and deep-dive into cascade indicators to support the state and district in identifying reasons for trends and making data-driven decisions.
* Provide mentoring and support supervision to district and sub-district health staff through in-person visits and virtual modes to improve their data analytics skills.
* Provide occasional support to other Data Analysts in conducting capacity building interventions for cross-engagements.
* Provide technical assistance and participate in state and district level review meetings under the NTEP.
* Conduct intermediate and end-line evaluations of intervention and non-intervention areas to assess the effectiveness of the intervention.
* Undertake travel (approximately 30-40% of the time) to districts and other states for follow-up support/cross-validation of quality assurance interventions using standardized tools.
* Submit regular updates and progress reports on program and project results for internal and external consumption.
* Document the achievements, best practices, and learnings of the project.
* Assist the national team in developing national-level reports and disseminating project updates.
* Perform any other tasks related to the project as assigned by the supervisor.
**Qualifications and Competencies:**
* PhD OR postgraduate degree in Public Health/Health Administration/Statistics or equivalent from a recognized university in India.
* Minimum 8 years of experience working in public health programs, with at least 4 years or more dedicated to the TB elimination program at the district level or above. Preference will be given to candidates with experience working at the state level.
* Minimum 4 years of experience with strong acumen of research, M&E techniques, project management techniques, and various tools used in data analytics (quantitative & qualitative)/data visualization/creation of dashboards (Advanced Excel, SPSS, Power BI, Tableau, etc.).
* Knowledge of data visualization using Geo-mapping tools is an added advantage.
* Fluency in English and Hindi is required; fluency in Mizo is desirable.
* Excellent communication, mentorship, and collaboration skills, enabling effective work with other Data Analysts and state and district NTEP staff within demanding timelines.
