Proposed Program in the State of Tripura on Foundational Literacy & Numeracy

TEA is currently working with the State of Tripura on strengthening its Foundational Literacy & Numeracy in grades 1 and 2. TEA has set up a Project Management Unit (PMU) with the Education Department and Ahvaan (Literacy and Numeracy partner) to support the State in the design and implementation of a program for early grades. The program entails the creation of teaching-learning materials, teacher professional development mechanisms, a robust monitoring system, and performance benchmarks, including a system for assessments to ensure that the program is embedded within the education delivery system.      

District Manager: Tripura (FLN)

Roles & Responsibilities

The District Manager(s) will work closely with the Project Lead (FLN) in engaging with the respective district education department of Tripura. He / She will support the Project Lead in the design of the program, execution, coordination with various stakeholders (government and non-profit partners) and delivering on a roadmap for building government capacity to sustain the impact and interventions from the program. 

The District Associate will be responsible for the entire FLN intervention in his / her district and will have the following specific key roles and responsibilities:

Support program strategy and approach

  • Support the Project Lead and external partners’ team in designing program strategy and creating an action plan with specific inputs from the district 
  • Co-design an actionable implementation plan for the district with a clear timeline, budget targets, and M&E framework, along with the Project Lead
  • Conduct research and analysis (both quantitative and qualitative) to develop the team’s understanding of system problems, evidence-based solutions and innovations from the district 
  • Support Project Lead in adapting program strategy based on on-ground learnings from the district

On-ground implementation and monitoring 

  • Interact with key stakeholders (government departments and officials such as BRCs, etc.) on a day-to-day basis to ensure delivery of program objectives, including regular field visits to schools
  • Develop strong working relationships with government officials at state and district levels, program partners (external partners), non-profit partners, school principals and teachers
  • Along with government counterparts, review work done as part of program implementation, to ensure compliance with outcome, budget and timeline targets
  • Identify operational bottlenecks and weaknesses, wherever applicable
  • Track program progress on key indicators according to the M&E framework
  • Report performance on key indicators periodically and on a timely basis 

Communication & Documentation 

  • Documentation and communication of program achievements/outcomes, through concept notes, presentations, reports, etc.
  • Preparing and managing documentation related to program implementation e.g. approvals, letters, etc.
  • Documentation on on-ground learnings and knowledge received from external partners to support TEA’s internal capacity/knowledge building 

Skills and Qualifications

  • Experience with on-ground program implementation is crucial for the role.
  • Skillful coordination and relationship-building with various stakeholders in schools and project teams at the state office.
  • Good analytical capabilities, with the ability to comprehend, manipulate, and extract insights from data.
  • Fluency in both English and Bangla is required 
  • Strong communication skills (both written and verbal), along with experience in documentation, report writing, and presentation.

Salary: 3 LPA +

Expected date of Joining: October 2023 

Employment Type: Contract Position for 6 Months
