About IHAT:
India Health Action Trust (IHAT) works towards reducing inequities by developing comprehensive and sustainable programs to improve population health. We work closely with the Government of India and state governments to achieve its public health goals. Our work is focused in areas of prevention and control of HIV and Tuberculosis, in achieving significant improvements in Reproductive, Maternal, Neonatal and Child Health, improved Nutrition among mothers and children, and strengthening health systems. Our work is aligned with the Sustainable Development Goals.
IHAT has set up multiple Technical Support Units (TSU) for the Governments of Uttar Pradesh, Karnataka and Delhi and an Innovation Hub in Madhya Pradesh to provide techno-managerial assistance and coordinate with the Governments, Non-Government Agencies, Academic Institutions and Communities
About Program:
The Central Tuberculosis Division (CTD), Ministry of Health & Family Welfare (MoHFW), Government of India (GoI) is implementing the National TB Elimination Program (NTEP). The World Bank supports the GoI-NTEP to improve the coverage and quality of Tuberculosis control interventions in the private and public sector in nine targeted states of India. In order to strengthen the coverage and scope of the NTEP and intensify private sector engagement, the National Technical Support Unit (NTSU) and State TSUs are being established in nine priority states.
IHAT has been selected to implement the TB Technical Support Unit (TB-TSU) in the state of Uttar Pradesh. The TB-TSU will work closely with the State TB Cell, Directorate of Health and the National Health Mission, to strengthen varied competencies to not only deliver clinical or routine public health services, but will also ensure successful implementation of innovative interventions in areas such as strategic purchasing, private sector engagement, Direct Benefit Transfers, multi-sectoral collaboration, IEC and other areas. IHAT will use the guiding Universal Health Coverage (UHC) principle to increase coverage and quality, reduce inequity and support the person-centered, family-focused continuum-of-care for all individuals diagnosed with and at risk of developing TB, with a focus on strengthening public-private sector partnerships, through a multi-sectoral approach.

Job Summary :
Deputy Team Leader – Managing the overall STSU operations.
Key Responsibilities:
- Leading day-to-day management of the team
- Project management of the project as per agreed activities, timelines and deliverables
- Defining the detailed work plan, and managing the team of consultant’s / domain experts against the work plan
- Drive discussions with senior officials in the Govt. at State level.
- Working with the client project team and stakeholders. Driving meetings and problem-solving discussions.
- Sending periodic updates, and highlighting challenges in project execution. Guiding the team to arrive at specific solutions for each of impact areas.
- He /She along with the team leader will co-ordinate with the multidisciplinary team for the day operations pertaining to STSU.
- Supportive supervision, monitoring and evaluation and coordination with states officials.
- Coordinate with State in engaging private health care providers for improved coverage/reach of TB patients with timely diagnosis and treatment services
- Analyse district wise performance and provide inputs to the State.
- Analyse and review the performance of the districts against the set targets periodically and communicate the same to State Tb Cell.
- Support the all PPSA and State to facilitate engagement for public-private partnership in the State.
- Liaison with allied department and coordinate with State officials to ensure effective partnership with the public sector for the delivery of project activities.
- Identify training and capacity needs for the districts and State Tb Cell and organize the same in coordination with State Officials.
- Provide technical inputs to the PPSAs. Support and monitor PPSAs and periodic review of partnerships with different stakeholders.
- Submit progress reports of STSU on a monthly/quarterly/annual basis to the CTD/NTSU
Work Experience:
- Minimum of over six years’ experience, out of which three years’ relevant experience in Infectious disease
- Prior experience in TB Programmes is desirable.
Education:
- MBBS Graduate with Post-Graduate in Public Health /Health Administration / Community Health Administration or Preventive & Social Medicine and/or Hospital Management/ Healthcare Management (Two years full-time-UGC / AICTE approved).
Key Competencies:
- The candidate must possess technical knowledge on TB issue and excellent reporting and analysis abilities, capacity to communicate with various players at different levels and an ability to negotiate in a multicultural environment.
- S/He should be familiar with techniques of monitoring and evaluation of large programs.
- The suitable candidate should be familiar with the organization and functions of the State and local public health systems
- S/He will possess good team work abilities and the ability to work well in an interdisciplinary team.
- Candidate should be proficient in the use of computers
- Previous experience in the state is desirable
- Ability to work independently on complex projects and proactively manage projects with minimal supervision.
- Strong experience in and understanding of working with government counterparts at various levels
- Proficient at prioritizing tasks & deliverables
- Excellent oral and written communication skills in English and working knowledge of local language in Uttar Pradesh is mandatory.
- Willingness to be based in Lucknow and travel extensively within State of Uttar Pradesh, as per the requirement of the project.
