About IHAT:

India Health Action Trust (IHAT) works towards reducing inequities by developing comprehensive and sustainable programs to improve population health. Aligned with Sustainable Development Goals, IHAT works closely with the Government of India and state governments to achieve public health goals. IHAT’s work is focused in areas of prevention and control of HIV and Tuberculosis, in achieving significant improvements in Reproductive, Maternal, Neonatal and Child Health, improved Nutrition among mothers and children, and strengthening health systems.

About Program:

IHAT has been implementing the World Bank and Government of India funded Tuberculosis State Technical Support Unit (TB STSU) in the state of Uttar Pradesh. The TB STSU’s mandate is to strengthen the State’s capacity to enhance private sector engagement, strengthen health systems, Direct Benefit Transfer and inter-sectoral engagement for TB. More recently IHAT was awarded a project on “Diagnostic Network Optimization” (DNO) from the Bill and Melinda Gates Foundation (BMGF). The project is of three years duration, beginning on 1st December 2023. The key outcomes expected from this project are enhanced Presumptive TB Examination Rate, enhanced access and utilisation of molecular WHO Recommended Diagnostics, both for public and private sector patients, and uptake of newer indigenous low-cost molecular tests emerging from national level validation.

Travel Requirements:

The position requires extensive travel within State of Uttar Pradesh.

Job Summary :

Deputy Team Leader (Operations) – Co-Managing the overall operations of the project, with support from TL who will provide strategic guidance

Key Responsibilities:

• S/He along with the team leader will co-ordinate with the multidisciplinary team for the day to day operations pertaining to the project.

• Leading day-to-day management of the team

• Project management as per agreed activities, timelines and deliverables

• Developing the detailed work plan, and managing the team of consultants / domain experts as per  work plan

• Liasoning and initiating discussions with senior officials in the Govt. at state level.

• Working with the client project teams and stakeholders. Conducting timely review meetings and  problem-solving discussions.

• Sending periodic updates, and highlighting challenges in project execution. Guiding the team to arrive at specific solutions for each of impact areas.

• Supportive supervision, monitoring and evaluation in coordination with state officials.

• Coordinate with UP State in engaging private health care providers for improved coverage/reach of TB patients with timely diagnosis and treatment services

• Analyse district wise performance in relation to TB diagnostics, share results and provide inputs to the state to optimise diagnostics.

• Analyse and review the performance of the districts against the set targets periodically and communicate the same to UP State TB Cell.

• Support all PPSA and state to facilitate engagement for public-private partnerships to enhance TB and related diagnostics in Uttar Pradesh.

• Liaison with allied departments and coordinate with state officials to ensure effective partnership with the public sector for the delivery of project activities.

• Identify training and capacity needs for the districts and State TB Cell and organize the same in coordination with state officials.

• Provide technical inputs pertaining to diagnostics to the PPSAs. Support and monitor PPSAs for TB diagnostics and periodic review of partnerships with different stakeholders.

• Submit progress reports of project on a monthly/quarterly/annual basis to the CTD/STO/IHAT Senior team.

Work Experience:

At least 5 years of experience in public health systems, and TB diagnostics and good working knowledge of how to use NI-KSHAY data for analysis.

Education:

MBBS (Preferred); Minimum Post-Graduate Degree in Public Health /Microbiology /Health Administration / Community Health Administration/Preventive & Social Medicine / Hospital Management/ Healthcare Management (Two years full-time-UGC / AICTE approved).

Key Competencies:

• The candidate must possess technical knowledge on TB and the National TB Elimination Program with excellent documentation, presentation and analytic abilities, capacity to communicate with various players at different levels and an ability to negotiate in a multicultural environment.

• S/He should be familiar with techniques of monitoring and evaluation of large programs.

•S/He should be familiar with NI-KSHAY Data anaylsis and use for program decision making

•The suitable candidate should be familiar with the organization and functions of the State and local public health systems

• S/He will possess good team work abilities and the ability to work well in an interdisciplinary team.

• Candidate should be proficient in the use of computers with excellent knowledge of Excel or other tools for data analysis

• Previous work experience in the state is desirable.

• Ability to work on complex projects and proactively manage projects with minimal supervision.

• Strong experience in and understanding of working with government counterparts at various levels

• Proficient at prioritizing tasks & deliverables

• Excellent oral and written communication skills in English and working knowledge of local language in Uttar Pradesh is mandatory.
