B. Project Background

The Montreal Protocol is considered the most successful global environmental treaty to date. India has contributed to that success substantially by achieving each and every compliance goal in the management of regulated substances which are highly ozone-depleting with a significantcontribution to climate change. 

The German Support Program for the implementation of the Montreal Protocol in India is part of a global program with currently ca 30 partner countries. Activities in India focus on the cooling sector and the servicing of refrigeration and air-conditioning equipment with close links to topics like energy-efficiency, vocational training food security due to interventions along the cold chain. The program’s services comprise policy advice and capacity development for governments, training and qualification, and pilot projects for industry partners, which facilitate green technology transfer and help promote a sustainable future.

C. Responsibilities

As part of a global team Environmental Policy Advisor performs as National Project Coordinator with the key responsibility of managing day-to-day program activities in cooperation with the Program Manager in head office (Eschborn, Germany) and Additional Director-Ozone Cell, MoEF&CC

D. Core Scope of Tasks

1. Project Management

• Management of all project/s activities in India.

• Elaborate and coordinate annual implementation programs and work plans.

• Dialogue with various relevant stakeholders (e.g., political decision-makers, industry, training institutes).

• Assist Ozone Cell at MOEF&CC in carrying out oversight and guidance for service sector activities being implemented under the framework of Montreal Protocol.

• Close cooperation with the other Implementing Agencies UNDP and UNEP.

2. Quality Assurance and Continuous Improvement

• Ensure that the program is delivered with the expected level of quality.

• Develop and organizes quality assurance measures, suggesting necessary changes, improvements and initiatives.

• Identify and documents lessons learned from implementation of program.

• Ensure that GIZ administrative rules and regulations are being followed (e.g., for budgeting, procurement, reporting, events).

3. Dissemination and reporting

• Represent the organization in workshops and seminars.

• Design, organize and conduct program events (e.g., stakeholder meetings, progress review workshops, webinars).

• Prepare technical briefs, presentations, etc., for technical assistance and awareness activities, including post event reports/summary of discussions.

• Coordinate / support in preparing periodic reports.

4. Knowledge management

• Ensures knowledge transfer to programme information.

• Develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures.

E. Required Qualifications, Experience and Competencies

• Master’s Degree in Engineering, Business Administration or Environmental Science/Policy. Additional qualification in management will be an added advantage.

• At least 5 years’ experience in a comparable position.

• At least 5 years of post-qualification work experience in implementing programs and projects relating to international cooperation.

• Sound understanding of the international Climate Agenda and the Montreal Protocol.

• Strong coordination and moderation skills for participatory processes.

• Very good working knowledge of IT technologies (related software, email) and computer applications (e.g., MS Office).

• Excellent communication skills both written and oral in English; knowledge of German would be an asset but not a pre-requisite.

• Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.
