PROJECT DETAILS
Project Vruddhi is an ambitious project being jointly implemented by CARE and Action Against Hunger in the state of Gujarat. The project is financially supported by The Power of Nutrition, an independent charitable foundation, with matching funds from the consortium partners.
The overall goal of Project Vruddhi is “to support Health and ICDS Departments, GoG to achieve accelerated progress towards nutrition outcomes identified under POSHAN Abhiyan”.
The Project aims to contribute to reduction in children’s stunting and severe wasting by improving health, nutrition and hygiene among pregnant and lactating women and children under 6 years. The program will work closely with the Government of Gujarat (GoG) over a five-year period to strengthen its efforts to address the root causes of malnutrition in specific pockets and identifying an effective model of service delivery and demand creation that could be replicated in other contexts as well. To achieve this goal, the program will work in depth in two high-burden districts of Gujarat – Bhavnagar and Sabarkantha to develop replicable models that could be scaled up to other locations.
JOB SUMMARY
The position shall be responsible for the maintenance and supervision of all the accounting activity including Accounts Payable, Accounts Receivables, the technical planning and supervision of Payroll, Income Tax & Internal and External Audit processes of all the programs in state office. S/he also will coordinate with HQ, Auditors, and Banks etc., in order to meet all the reporting requirements thus ensuring a smooth and effective operation of Finance unit in implementing programs
ROLES AND RESPONSIBILITIES
The incumbent will perform the following but will not be limited to it:
- Ensure proper review of all documentation including invoices/claims of various nature received from Vendors/Suppliers/staff and their timely payouts.
- Ensure timely & quality recording of all financial transactions (Entries & Payment in accounting Software.
- Ensure all accounting and Financial controls are in order including Accounts payable, Payroll, Cash Management, Financial Documentation in all respect by maintaining various tracker.
Manages the Financial and Budgetary Functions as per donor guidelines which result in the most cost-effective execution of the project - Oversees preparation of the monthly Financial Report. Review it carefully before submission, and ensure timely and accurate submission
- Disburses Salaries to Staff and manages adjustments/deductions, ensures systematic co-ordination & deposit of TDS – Income tax, vendor tax and filing of returns
- Responsible for financial controls over cash, financial documentation and inventory reports in all respects
- Adheres to Key process/procedure in accordance with the finance/procurement/HR guideline
- Establishes & maintains Project Vruddhi’s financial operations in the area of payroll system by reviewing and auditing the payroll data with the supporting documents
- Assumes responsibility for coordinating and ensuring Internal & External Audit Management process of the organization
- Institutionalizes budget – expenditure – program output links through automation
- Institutionalizes and operationalize regular budget expenditure monitoring/ review and action system
- Ensure adherence to the FCRA, FEMA Guideline for various transaction.
- Any other work to as assigned by reporting manager from time to time.

QUALIFICATION & EXPERIENCE
Essential:
- B-Com/ Graduate(Commerce)/ Post Graduate (Commerce)/ MBA-Finance
- Minimum of 5-7 yrs. of experience in handling payroll, NGO accounting, IT and audit processes.
SKILLS & COMPETENCIES
- Understanding of the local laws on Income tax, FCRA, PF & other applicable local laws
- Experience in all aspects of accounting and financial management including payroll, accounts payable, GL, financial reports preparation and analysis, and budget preparation and analysis
- Knowledge of ERP/Tally package
- Knowledge of accounting principles and generally accepted accounting principles
- Proficient in MS office
- Self-motivated individual
- Excellent oral and written communication skills (English & local language)
