30% travel is expected within and outside the state.

 

**Job Summary:**

 

The Specialist – Information Communication Technology (ICT) will spearhead ICT related initiatives and activities under the guidance of the Director & Deputy Director ICT/State Program Lead.  They will work closely with the DD IT (NHM&DHS) and other government officials of the National Health Mission (NHM), Directorate of Health Services (DHS), Directorate of Medical Education (DME) & Ayushman Bharat Digital Mission (ABDM), Government of Madhya Pradesh (GoMP). This role will provide implementation support for internal and external ICT solutions on Disease Surveillance, Human Resources, Logistics, Health, and Financial aspects of public health and other process-based systems.

 

**Key Responsibilities:**

 

* Provide technical and managerial expertise and lead in planning, procurement, and implementation of ICT applications and infrastructure.

* Monitor and coordinate with outsourced agencies (vendors) for hardware procurement and development of ICT solutions as per project requirements, such as HRIS, LMIS, and State FMS systems.

* Project Management responsibilities, including integration management, scope management, quality management, risk management, and financial management.

* Collaborate with the M&E team to define data structures and reporting formats for Program Monitoring.

* Organize and lead all ICT related meetings with external stakeholders like government bodies, vendors, and other IHAT teams.

* Guide and manage team deliverables including documentation, implementation, and procurement of all ICT related applications and hardware.

* Any other work assigned by the line manager.

 

**Work Experience:**

 

* Minimum 7+ years of relevant experience in the IT sector in the design and implementation of complex integrated architectures across different platforms.

* 3+ years of experience in project implementation and project management with at least three large-scale turnkey implementations involving conceptualizing, designing, implementation, and support.

* Experience in Government Organizations and/or Public Health is essential.

 

**Education:**

 

* Bachelor in Engineering (B.E/B.Tech) in computer science/computer application/information technology or Masters in Computer application (MCA).

 

**Key Competencies:**

 

**Conceptual and Analytical Skills:**

 

* Ability to review existing ICT solutions in Health, conceptualize and implement best practices in coordination with other stakeholders in the state.

* Oversee planning, implementation, and procurement in coordination with outsourced agencies (vendors) for setting ICT solutions and infrastructure within approved timelines and budget.

* Expertise in end-to-end ICT related tendering processes including budgeting, RFP preparation, bid-management, vendor selection, and contracting.

* Capacity to conceptualize and design high-quality IEC programs and capacity building plans for different users in the state, including low literacy populations.

* Proficiency in data analytics and designing various systems like PIP Tracking Tool, MIS Dashboards (including HR and Logistics MIS), Grievance Redressal system, etc.

* Proficiency in Enterprise Architecture principles and experience with projects involving integration of cross-platform applications.

* Command over different programming languages, and experience with Monitoring frameworks and Geographical Information System (GIS) is desirable.

 

**Leadership and Management:**

 

* Demonstrated leadership and managerial experience, preferably in a government setting.

* Experience building relationships and working with multi-disciplinary state and division level teams, Government officials, and external partners.

 

**Communication Skills:**

 

* Excellent written and oral communication skills, including strong presentation, persuasive ability, and report writing.

* Capacity to deliver complex messages to various audiences.

* Proven ability to conceptualize, analyze, innovate, plan, and execute ideas.
