Purpose of consultancy

To provide technical support to SEAR/HIS Team on GIS health-related technical works.

Background

Geographic Information Systems (GIS) has been broadly used in health-related decision making in the countries of the South-East Asia Region. The COVID-19 pandemic has underscored urgent gaps in our knowledge of where health facilities are located as we work to ensure equitable access to vaccines through initiatives like COVAX. GIS can also be used in identify possible service gaps in different settings, with a special focus on remote and vulnerable groups in countries. To provide better technical support to countries and continue the strengthening of the technical capacity of the Ministries of Health across levels, it must be ensured proper GIS technology is used on health.

Scope of work

The consultant will perform the following activities:

• Coordinate GIS-related works and initiatives across the three levels of WHO in the SEAR, as well as related stakeholders across INGOs, UN Agencies, NGOs, Ministries of Health, etc;
• Provide technical support on data collection and management of geospatial and sectoral data;
• Provide technical support on data analysis and visualization of geospatial data for decision making; and
• Support planning and monitoring related GIS works with emphasis on initiatives and innovations which could better support GIS activities (digital health, big data, etc).

Deliverables

GIS-health related technical support to HIS unit for 6 months

Output 1: Coordination

• Support developing proper concept notes and technical documents on GIS application for health development in countries, and providing input on monitoring and assessing related technology application cross countries in SEARO
• Support coordination between SEARO, WCOs, WHO GIS Centre for Health, and other programmes within WHO
• Serves as a focal point for coordination, monitoring and expedition of geospatial data analysis activity, involving extensive liaison with diverse parts of the organization to request geospatial
  Data and to communicate geospatial data needs to other parts of the organization. Follow up on requests made by other team members and coordinates activities. 
• Providing support on coordination, monitoring and expedition of digital health initiatives in the Region
• Possess the ability to work and relate with and relate to other stakeholders across INGOs, UN Agencies, NGOs, Ministries of Health and so on.
• Process documentation, report writing
• Ability to train and deliver the capacity building in the use of geospatial technology to support public health interventions.

Output 2: Data collection and management

• Provide technical support in organizing and managing both existing and newly collected public health geospatial and sectoral data, and ensure it remains relevant and up to date.
• Design, develop and manage (spatial) databases, spreadsheets, and other data tools; understand, document, and ensure the high quality of data for accuracy, consistency and compatibility.
• Identify, assess, monitor, and catalogue information sources; organize data in such a way that it can be accessed by internal and external users according to a clear protocol.
• Mapping of current Regional GIS sources, usage, and needs across all technical units in WPR
• Support the design, develop and deployment of mobile digital data collection solutions to support public health interventions, projects, and programmes

Output 3: Data analysis and visualization

• Provide technical input for better use of geospatial data for related information products and decision making.
• Facilitate the analysis of data within and outside the office and collaborate closely with regional and global data initiatives, including digital health, big data and geospatial data.
• Participate in the development and revision of data standards and advise on the application of these standards into databases and online systems.
• Facilitate the presentation of various data on geospatial platforms. Develop visual information products (maps, infographics, factsheets, thematic profiles etc.) to support programme planning, monitoring and decision making.
• Map production and development of other visualization products to support public health initiatives.

Output 4: Support planning and monitoring related GIS works

• Support the planning and monitoring of programmatic and advocacy activities by developing standard products that allow the extraction of corresponding information in a user-friendly way.
• Work closely with internal and external initiatives that enhance performance-based planning and management such as e-Tools, bottleneck analysis, value for money initiatives, etc.
• Stay up to date with respect to the predictive use of data for programming initiatives.
  Innovation, knowledge and management and capacity development
• Support innovative data collection and analysis methods and identify emerging data science methodologies or adapt existing methodologies to organizational priorities.
• Develop operational prototypes, and document methodologies and lessons learned.
• Enhance the capacity development of WHO and partners on the generation, management and use of data with a particular focus on digital health, geo-spatial data, real-time information and big data.

Educational Qualifications

Qualifications, experience, skills and languages

Essential: University degree in public health policy, information management, geographic information systems, information technology or related discipline. 

Desirable: Master’s degree in any of the above fields from a recognized institution.

Essential

• A minimum of five years of progressively responsible experience in geospatial information management, applied spatial analytics, earth observations, mapping, applications development. data visualization or related area is required.
• Proven experience in utilizing geospatial software (database management, spatial analysis, mapping, web services development or programming languages) is required.

Desirable

• Relevant work experience on national e-Health/digital health development and implementation, developing and implementing eHealth solutions and conducting maturity assessments.
• Experience on health information, health informatics and public health implementation
• Experience in a dynamic and fast-paced environment managing a variety of stakeholders with diverse cultural and professional backgrounds and experiences.

General Considerations

• Experience in conducting international development reviews/ evaluations

Technical And Analytical

• Knowledge about WHO programs, WHO result based planning, GPW13 and Result Framework
• Technical knowledge of broader range of public health programs, data collection and analytical skills
• Excellent communication, interpersonal skills, teamwork, adapt at working with people of diverse cultural and social background
• Extended knowledge on UN programs and UN development frameworks
• An understanding of core values united nations including humanitarian support

Remuneration

Remuneration and budget (travel costs are excluded):

• Band Level B: Monthly remuneration of USD 7,000/month (subject to, education and experience of the selected candidate as per requirement of the final ToRs).
• Living expenses: Per diem will be paid as per WHO rules applicable to international consultant for travel.
• Expected duration of contract: 6 months

Start date: 02 January 2023

End date: 30 June 2023
