About the Program:

PSI India with support from Partner Agency in Bihar will scaling up proven high impact approaches for family planning to improve the family planning and contraceptive services across Bihar. It strengthens district level health systems to improve health services and end preventable child and maternal deaths among the vulnerable population in the districts. Through the partnership and support from PSI India, the program will deliver to rapidly scale up high impact practices (HIP’s) to bridge demand, enabling and supply gaps in reproductive health among urban poor in India. Districts will progress through the four stage model (Start up, Surge, Pre-graduation and Post-graduation), based on tenets of creating sustainable impact at scale of family planning best practices through health system strengthening in a cost efficient way, through the “Lead, Assist, Observe and Sustain” coaching model . The program goal and strategic objective is to reduce preventable maternal, new-born and child deaths among the urban poor by increasing the use of modern contraceptive methods among married women, 15-49 years of age, with special focus on adolescents and youth, First Time Parents and improving the coverage and quality of evidence-based reproductive, maternal, new-born and adolescent health interventions. The program will capitalize the private sector and facilitate the development of private/public partnerships to increase Family Planning(FP) services in urban communities.

Position purpose:

PSI India seeks an experienced, dynamic candidate for the position of monitoring and evaluation in Non –TCI cities of Bihar. This position would be responsible for working along with Deputy Director – MLE in ensuring timely and smooth functioning of all MLE related activities for the states of Bihar. The MLE work plan in Bihar includes synthesis and analysis of data from Health Management Information System (HMIS), Project Management Information System (PMIS), analysis of population based large scale sample surveys (5 rounds of NFHS and 2 rounds of OTS), baseline facility readiness assessment, analysis of Reflection and Action to Improve Self Reliance (RAISE) and 2BY2 matrix. Further, the work plan also includes integration of a data quality assurance (DQA) mechanism, analysis of cost efficiency, government financial contribution for FP and urban health and conducting a number of qualitative case studies for learning purpose. This position is responsible to triangulate and synthesize collected data and information, generate actionable insights for the program, as well as improve utilization of data in decision making for the states of Uttar Pradesh, Bihar and Jharkhand.

Duties and responsibilities:

1. Collaborate with program staff to understand fully the implementation of program and monitoring and research requirements. Prepare and update the project results framework/Performance Monitoring, Evaluation and Learning Plan.

2. Identify Learning & Performance questions. Lead action-oriented learning under the TCI with Partner Agency support program. Conceptualize and design research that supports evidence-based decision-making.

3. Oversee the development and implementation of research designs for the production of key quantitative and qualitative information through in-house and external resources. Supervise timely implementation of program monitoring and evaluation activities against program timelines.

4. Work towards designing methodology for periodic surveys/assessments at city levels. Synthesize and generate actionable insights and triangulate with other available data sources to increase program effectiveness.

5. Work with a team for design project management information system (PMIS) to measure scale up of high-impact interventions (HIIs), implementation strength including the setting milestones for each city and monitor consistently to assess the quality and coverage of HIIs in existing and scaled-up cities

6. Employ HMIS modeling approach to analyze HMIS data for estimating annual client volume, annualized additional users, and mCPR growth for each implementing and post -graduation city and state urban totals and work with a vendor for designing the HMIS dashboard to be used at city level to strengthen data based decision making

7. Work closely with private sector lead for tracking the efforts TCI is putting in implementation of private sector strategy and lead in analyzing the private sector contraceptive data and estimate key intended outcomes/results from private sector strategy.

8. Build capacities of state and city level government key staffs to conduct HMIS analysis methodology and guide databased decision making.

9. Track both commitments and expenditure quarterly and update the data in the TCI India tracker and prepare city wise reports with clearly highlighting the areas require attention for strengthening budget allocation and improving expenditure

10. Conduct routine data quality assessments for the selected key indicators reported under health system strengthening efforts and prepare RDQA reports for sharing with the government to facilitate their decisions on data quality assurance

11. Work with Senior lead in documentation of monitoring and research activities in terms of developing manuscripts for publication in peer reviewed journal as well as presentations and dissemination with external stakeholders in various conferences and seminars.

12. Any other tasks assigned by the supervisor or competent authority

Qualification and experience:

1. Post-Graduate/Ph.D. (Preferable) with specialization in Social Science/Population Studies/Statistics/Public Health

2. 5-8 years of experience in the related field which is inclusive of program M&E and/conducting implementation research.

3. Willingness to travel a minimum of 33% time every month across project geographies.

Desired skills:

1. Strong in advanced quantitative analysis skills using a software package (preferably in Stata)

2. Training and relevant practical experience in quantitative and qualitative research methods, including design, data collection, data quality assurance and analysis

3. Experience in managing and supervising a monitoring and evaluation team of data collectors preferred.

4. Experience of working in online MIS and coordinate Information Technology activities

5. Previous success in publishing research articles in peer-reviewed journals.

6. Ability to communicate technical information clearly and effectively in the form of technical reports/briefs

7. Interpersonal skills necessary for mentoring, organizational skills and ability to multi-task;

8. A team player with strong facilitation and mentoring skills.
