The role ‘Manager’:
Indus Action signed an MoU with the Department of Primary Education, Government of Bihar, in March 2023 to strengthen RTE 2009 Sec. 12(1)(c) implementation in the state. The organization has gathered experience working on a similar component in the past ten years in 19 states nationwide. Its current partnership is with five state governments for the same thematic area. Indus Action aims to stabilize an online process of RTE 2009, Sec. 12(1)(c) implementation by the academic year 2024-25 with a 60% fill rate against the available seats and 100% adherence to the online process of implementation.
Indus Action is looking for a Manager who can closely work with the Department of Primary Education, the Govt. of Bihar, NIC. and other line departments of the Govt. of Bihar and drive the process of implementation of RTE 12(1)(c) in the state. A minimum of 2 years of commitment is expected from the person.
Requirements
As a Manager, you will be responsible for:
Stakeholder management:
- Managing Government Partners (S&ME Deptt., DEE, OSEPA, DEOs, BEOs and other line departments) at the state level around common objectives.
- Lead partnerships with on ground NGOs, media, schools and civic bodies for awareness building.
- Lead partnerships with on ground NGOs, Media, schools and civic bodies
- Lead a small team on ground champions
- Serve as the face of Indus Action in the state
Monitoring and Evaluation
- Add value to the existing monitoring and evaluation system of S&ME Deptt. and Directorate of Elementary Education; strengthening processes and articulate insightful policy briefs using existing data sets for further policy and process improvisation.
- Managing the grievance redressal process of the department at the appropriate level
- Design and manage additional monitoring and evaluation frameworks to gain further insight from the field.
- Reporting back to respective authorities in routine frequency and building a data-driven decision-making culture across the department for RTE 12(1)(c) implementation.
- Engage in the social audit and student retention evaluation processes.
- Do on ground field verification wherever required in collaboration with the Education Department
Campaign management:
- Engage with other line departments, civic bodies, media, CSOs, educational institutions etc. and other line departments to raise awareness about the RTE Act. 12(1)(c)
- Operationalise a helpline for continuous support for different stakeholders
Data Management:
- Analysing program data and ensuring high quality of the data collected through periodic checks and sharing feedback with DEOs, BEOs and schools through the Education Department.
- Engage with external organizations for advanced data analysis, when necessary, by defining objectives and tracking progress.
Strategic Planning:
- Engaging in brainstorming and ideation sessions with the internal teams and external stakeholders (line departments, consultants, academia and CSOs) for the betterment of the project for the benefit of the RTE 12(1)(c) expansion across the country.
- Supporting active cultivation and maintaining relationships with Regional Advisory Board Members of Indus Action, Key Partners and Internal Support Functions – Capital Partnership, Learning Platform and Public Partnership team.
Project Management
- End-to-end project management and delivery experience for 2-4 years
- Should be well versed with principles of design thinking, planning and execution, budget management, quality control and monitoring and evaluation
- Past experience in managing large social mobilization campaigns will be added advantage
- Ability to build capacity in the large-scale system with officials from DEO and BEO offices on technology and policy implementation.
Overall State Operations:
- Extend support to the RTE 12(1)(c) programmes in other states and other programs in the same geography and remain ready to ensure convergence internally and externally whenever required.
- Support the development of new project strategies and engage with partners for building strategic partnerships for the PoWER hypothesis and RTE 12(1)(c).

Qualification and Experience:
- Masters’s Degree in Public Policy/Social Sciences preferred with 3-5 years of experience
