Indus Action Manager Tech/Senior Manager Technology

About the role:

The Right of Children to Free and Compulsory Education Act or Right to Education Act (RTE) Act makes education a fundamental right of every child between the ages of 6 and 14 and specifies minimum norms in elementary schools. It also mandates all private schools to reserve 25% of seats in entry class to children belonging to Economically Weaker Section (EWS) and Disadvantaged Group (DG) to promote inclusive education.

Section 12.1.c of RCFCE Act 2009 directs all unaided private schools to ensure admission in entry class to the extent of at least twenty-five per cent of the strength of that class, children belonging to weaker section and disadvantaged group in the neighborhood and provide free and compulsory elementary education till its completion.” Private schools are mandated to reserve 25% seats at entry level (Pre primary and Class 1) for students belonging to Economically Weaker Section (EWS) and Disadvantaged Group (DG).

To facilitate this online admission process Indus Action entered into a non-financial MoU with Govt. of Odisha and developed a portal- www.rteparadarshi.odisha.gov.in in 2020 which was inaugurated by Honorable Minister of School and Mass Education Department in presence of Principal Secretary S&ME dept. on 23rd February 2021. The role of Manager Tech/Senior Manager Technology would be to handle/improvise the portal on day to basis. Support the Directorate of Elementary Education (the nodal body) on ongoing technology interface with the stakeholders.

Requirements

Detailed descriptions:

An ideal Manager Tech / Sr. Manager Tech would be a full stack developer, and he / she will be responsible for:

  • Set up or improvise the MIS system and use technology to ensure smooth implementation of the policy.
  • Implementation of new projects (software/portal) as per requirement and able to maintain the existing applications.
  • Able to visit different states as and when required for support.
  • Lead operations for a department, which may include the following
  • Conduct primary and/or secondary research to understand areas like scheme implementation gaps, budgets, process flows etc
  • Create policy or scheme related memos or briefs
  • Design and implement initiatives to improve the implementation of schemes delivered by the department
  • Actively scout for and onboard partners to support IAs work with a particular department or project(s).

Skills

A) Stakeholder Management (Below skills are preferred, but not compulsory):

  • Has led and managed a team of 1+  people through a project for 1+ year
  • Partnered with the government and built relations to drive large scale projects for 1+ year
  • Has driven/been part of projects centered around underserved parents or children or teachers/principals/schools for 2+ years

B) Project implementation and Management

  • Implementation of a new portal for different projects and for different departments.
  • End-to-end project management and delivery experience at least for 2+ years
  • Should be well versed with principles of designing thinking, planning and execution, budget management, quality control and monitoring and evaluation

C) Data & Technology

  • Capable of understanding technology used to set up MIS system and envisioning the scope that technology can play to make the implementation smoother

D) Programming Languages

  • PHP, Laravel Framework
  • HTML5, CSS3, Bootstrap, AngularJS
  • Java Script, jQuery
  • PostgreSQL, MySQL
  • RESTful web API
  • Build tool: Gulp and SASS

Knowledge:

  • The applicant must be a graduate (BE in CS or IT) with at least 2-4 years of work experience preferably in the social sector.
  • A strong local understanding – language (Odiya), culture, terrain would be good to have.
