Objectives of the Assignment

To address the high burden of HIV among high-risk groups, including key populations (KP), through people-centered service delivery, and building on existing efforts while embracing innovation in treatment initiation and continuity, and viral load (VL) suppression through catalytic activities is a need. Medical Advisor will be responsible to provide clinical guidance and treatment retention in the concerned geography by providing technical assistance to the state to strengthen the HIV treatment cascade.

Scope of Work

Medical Advisor will support the HIV treatment vertical to achieve project objectives and targets by focusing on (but not limited to the) achievement of the following results:

  • Provide clinical mentoring to the target ART centers/ Treatment sites through regular site visits to help the program achieve UNAIDS 95-95-95 targets.
  • Ensure implementation of ART Services as per prescribed technical guidelines of the National AIDS Control Program at the target ART centers.
  • Work with ART sites to achieve the highest retention of PLHIV in the program.
  • Work with ART sites to ensure adherence to the highest standards of quality and excellence in patient care and follow good clinical practices at target ART centers.
  • Improve the quality of HIV-TB coordination activities at the target ART centers.
  • Plan & participate in SACEP/Tele-SACEP in coordination with SACS, CoE/ART Plus Centres.
  • Identify various capacity-building needs of the ART staff and plan appropriate training programs.
  • Identify, propose and support the implementation of newer differentiated ART delivery models in the state to saturate ART coverage.
  • Strengthen private sector engagement through physical visits to private practitioners/NGOs in coordination with other team members.
  • Provide technical inputs in quarterly review meetings of the CST division.
  • Coordinate with team members under the prevention component to plan strategies for fulfilling the current gaps in the program. 

Required Experience 

  • Postgraduate degree in Medicine
  • Minimum 5 years’ experience on working in HIV/AIDS programs at the state/ national level.
  • Should have prior experience in program implementation and capacity building.
  • Should have good operational and coordination experience of working with state/district health departments.
  • Computer knowledge and proficiency in English and local languages.
  • Capacity to think creatively in dealing with policy and operational issues while maintaining a strong results-oriented approach.
  • Excellent written and oral communication skills.
  • Demonstrable problem-solving and analytical skills.
  • Should be a team player.
  • Ability to work in a fast-paced environment and under pressure from tight deadlines.
  • Self-starter, adaptable, and able to work as part of a cross-cutting and multi-cultural team.
  • Open to travel to project sites for extended periods if required.
