PROJECT DETAILS

For past two decades, CISSD has been engaging with state governments (Uttar Pradesh, Bihar, Gujarat, Odisha, Haryana) and Ministry of Education (MoE) to strengthen the implementation of KGBVs in order to ensure quality education for girls from the most marginalised communities. Key focus areas have been teacher development to teach subjects from grades 6-8, implementation of a bridge curriculum for drop out girls enrolled in KGBVs, building leadership skills in adolescent girls, developing a manual on effective management of KGBVs and training of wardens, and establishing a monitoring and review mechanism including the use of safety audits in KGBVs. In the recent past, all the state governments have upgraded KGBVs to grades 8th-12th to ensure girls complete their secondary school education. State Government of Uttar Pradesh has opened 746 KGBVs so far and some of them have been upgraded by 2020-21. Therefore, girls in the age group of 11-18 years will get the opportunity to stay in KGBVs and complete their secondary school education. It is therefore crucial for the state government to have a vision for extending access through KGBVs to secondary education and its proper execution to ensure quality education for at-risk adolescent girls and equipping them with 21st century skills. 

CISSD will support the state education department of Uttar Pradesh to adopt/adapt the girls’ leadership model for KGBVs. For this, CISSD will provide technical assistance to the state education department through a technical support unit. Besides, CISSD will also develop 5 state-of-the-art model upgraded KGBVs, and provide knowledge and tools needed to upscale and institutionalize learning across all 746 KGBVs.

JOB SUMMARY

The Monitoring Officer, under the supervision of the Project Manager and Technical team, will lead in designing and execution of monitoring and evaluation activities for the project. The Monitoring Officer will work with different stakeholders of the project will ensure that monitoring and evaluation activities are conducted on time and meet project’s M&E needs. He/she will work with project field team to build their capacity in undertaking monitoring and evaluation activities with quality and rigour. He/she will conduct routine monitoring visits to project sites including the conduct of data quality assurance using standard tools, assist in the preparation of project  reports. 

ROLES AND RESPONSIBILITIES

Setting up Digital MIS and Evaluation system: 

  • Set up project monitoring and information system to track progress of inputs and outcomes 
  • Design digital monitoring formats to capture SOAR model implementation in KGBVs and  analyze the data of outcome monitoring 
  • Facilitate design and execution of Baseline, end line and concurrent monitoring of the project.
  • Develop checklists and tools to support capacity building, supervisory monitoring visits, etc
  • Take lead in desgining the KGBV monitoring system for SSAs

Data set Up, Management and Analysis

  • Manage, review & analyzed the data received from the field and check data quality and validity
  • Conduct data analysis periodically to support project report development, progress tracking, and support execution of the project
  • Conduct statistical analysis of project data as well children learners assessment

Report Development and Knowledge Management

  • Prepare monthly PPT on deliverable/indicators (Quantitative & Qualitative).
  • Support in preparation of monthly, quarterly, and annual report as per requirement. 
  • Work closely with project staff to identify Operations Research opportunities and manage the most appropriate method of capturing it. 
  • Coordinate with field team and capture best practices and experiences from the project area which is relevant to project and CARE India
  • Develop short blogs and media stories and manage photo documentation of the project

Capacity Building of Team

  • Conduct periodic capacity Building of project team on MIS, M&E framework as per need
  • Provide support in preparation of module development including field testing etc 

Others 

  • Perform on-site supporting supervision in the field to observe monitoring  process and validation as required; 
  • Work closely with staff to facilitate timely availability of information
  • Participate in monthly meeting and provide KGBV wise analysis report to field team.
  • Any other work assigned by Project Manager

 QUALIFICATION & EXPERIENCE

Essential 

  • A postgraduate in management, social work, public health or social sciences /gender from any recognized university.
  • At least 3-4 experience of project level MIS management system in public health/education/Assessment
  • Conversant in designing online/digital data collection tools
  • Skilled in using statistical package and analyzing data single handedly
  • Must possess excellent English language skills 

Preferred: 

  • A person having knowledge on documentation especially from school education.
  • Exposure in conducting learning assessment
  • Understanding of gender and inclusion issues in school education

SKILLS & COMPETENCIES

 Communication skills:

Able to articulate and communicate well to all stakeholders (both verbally and in writing) in a manner that meets the audience-specific needs 

Language skills:

Able to read, write and speak impactfully in Hindi language at an expert level 

Research skills:

  • Able to conduct primary and secondary research for identifying the newest trends and incorporate them in program / process approach
  • Demonstrated experience of managing surveys/data collection initiatives
