In addition to running these scaled programs, Evidence Action leverages its unique Accelerator to develop the next generation of programs. These programs are rigorously tested to ensure exceptional scale, cost-effectiveness, and clear evidence of impact. In 2019 we launched an ambitious new strategy, intending to double our impact over the next five years, with much of that impact coming from new programs identified and scaled through the Accelerator.

In India, Evidence Action’s technical partner EAII Advisors provides technical assistance to select state government’s ministries of health, education, and women and child development to implement the school and Anganwadi based National Deworming Day program and Iron and Folic Acid (IFA) supplementation program to improve children’s health, education, and long-term development. In the long term EAII Advisors aims to expand to provide technical support to more state governments and on other public health & nutrition issues too.

The India program invites applications for the position of Operations Officer at the Operations unit to be based at the Delhi office.

Requirements

Role Summary:

The Operations Officer– will provide support in the administrative and procurement activities including vendor management. S/he will lead all related functional areas, maintain documentation, ensuring compliance as required while supporting all of offices and teams. S/he will be based at the Delhi office. The Operations Officer will be required to travel to state-based programs for about 10-15% of time as required. The Operations Officer – will report to the Deputy Director – Operations. S/he will work closely with other team members for appropriate functions.

Responsibilities:

  • Will ensure implementation of comprehensive inventory control systems for all assets across India program, including IT and communications;
  • Will ensure all assets are protected through adequate and timely insurance cover. Maintaining the FAR and reconciliation of Assets at PAN India basis and preparing reports on regular basis (Monthly)Maintaining the records of stock such as stationery, IT equipment’s, etc. and updating stock register on regular basis.
  • Will support in setting up of new offices in any location as per requirement including conducting search for office space, drafting new lease agreements, ensuring essentials for office set up and other operational requirements;
  • Will ensure compliance with procurement policies in including sourcing, supplier selection and evaluation, performance measurement, issue of work orders, purchase orders, letters of agreement, RFPs and others with concerned department heads;
  • Will ensure that all documentation as per procurement checklist is complete and verified in-line with organizational requirements;
  • Will develop and implement strategies for procuring, storing, and distributing goods or services and maintaining stock levels;
  • Will proactively coordinate with the vendors, negotiating rates with them, deriving work from them, ensuring that the vendors provide quality goods and services and handling various other related tasks; monitor trends and product availability to pay the best price for goods and services without sacrificing quality or delivery times;
  • Will identify and research potential new suppliers/ vendors for existing activities/ services/ products and any emerging areas as well;
  • Will coordinate vendor processes and mechanisms to approve vendors; track, measure, report and evaluate vendor performance, troubleshoot vendor problems and present to team leadership as required;
  • Will ensure timely renewals of all AMCs related to Delhi office operations and guide state teams appropriately through tracker management of the same;
  • Will ensure upkeep and maintenance of information database of vendors, contractors, consultants that make a positive contribution to effective people management for the organization;
  • Will work with all teams to institutionalize set policies and procedures related to Procurement and Vendor management;
  • Will maintain trackers related to contracts, sub contracts, letters of agreement, invoice status through regular maintenance and upkeep of tracking sheets;
  • Will review, verify and process invoices of vendors; ensure timely payout of all invoices related to operations and maintenance;
  • Will function as the functional bridge with vendors and internal stakeholders, while developing key relationships with business stakeholders and strategic supply partners to improve business outcomes;
  • Conduct training / sessions on Operations Management, Policies and Manuals
  • Support in managing events, conferences and other state level launches in terms of procurement, vendor selection and negotiations.
  • Will perform other duties as assigned from time to time and undertake occasional state visits as assigned.

Essential qualifications and experience

  • Bachelor’s degree or diploma in Management/Office Administration or a relevant field.
  • Operations and administrative management experience of 5-7 years.
  • Experience mainly in Office Management (Assets and Inventory Management, Travel
  • Management, Labor Compliances, IT Management, Vendor management and understanding of programmatic operations)
  • Experience in multi-faceted organizations, supporting operations and administrative functions and people management.
  • Excellent interpersonal and communications skills.
  • Strong organizational skills, ability to set priorities. (Decision Making / Handling crisis management at various levels)
  • A strong team player who takes initiative and is highly resourceful.
  • Ability to manage multiple task simultaneously and work under tight deadlines
  • Demonstrated intermediate skills in Microsoft Office applications including MS Word, MS Excel, MS PowerPoint.
  • Past experience working with International NGOs will be preferred
